Ryan Daniel Sullivan, 27, a homeless man now located in Concord, was arrested at 7:34 p.m. on March 12 on a felony possession of a controlled drug charge and a warrant. Officers were sent to the area of the 7-Eleven on South Main Street for a report of a motor vehicle complaint — a silver Ford Focus that was “all over the road” and had “wobbly tires.” The vehicle then pulled into the 7-Eleven. Officers arrived and spoke with Sullivan, who was identified “from previous police related interactions.” A woman was also with him, and the vehicle was registered to another woman, the report said. Sullivan had an active warrant out of Nashua for conduct after an accident. After confirmation, he was arrested. During a search, police found a “stick” — a “cylindrical chunk” of a substance believed to be heroin-fentanyl, a bag of a tan, powered substance believed to be heroin-fentanyl, and two glass pipes, according to an affidavit. After reading him his rights, the officer asked Sullivan how long he had the drugs in his pocket, and he “sarcastically answered” “years,” the report said. During the ride to police headquarters for processing, Sullivan accused the officer of “planting” the drugs in his pocket, the affidavit said. The officer accused him, while being booked, of “continually looking at the drugs” and then raising his eyebrows and nodding up and down “as if to insinuate that I would be able to give him the drugs while he was in the cell.” According to a superior court filing, Sullivan was arrested by Hooksett police on Feb. 19 on possession of a controlled drug and falsifying physical evidence charges, both felonies, as well as obstructing government administration and resisting arrest or detention. He was arrested after an acquaintance he was living with reported to police that Sullivan had strangled a woman at his home during an argument, which was caught on surveillance cameras, according to an affidavit. Police went to the house for a welfare check and accused Sullivan of refusing to leave. After some back and forth and a short standoff, Sullivan was taken to the ground and cuffed by police, a report said. During the drive to police headquarters, he removed his shoes and socks, claiming he was hot, but the officer said he appeared to be trying to hide evidence, the report stated. During processing, a baggie of a tan powder, suspected to be heroin-fentanyl, fell out of his pant leg, the affidavit said. Sullivan was previously convicted on acts prohibited in Merrimack County Superior Court in August 2016.
