Man From Manchester Indicted On More Child Sexual Assault Charges: Rockingham County Superior Court Roundup

York, ME, man indicted on 3rd DUI charge; Salem man indicted on strangulation charge; Hampton sex offender accused of registration failure.

BRENTWOOD, NH — A grand jury in Rockingham County recently indicted the individuals listed below.

Rachel Lee Belew, 42, of Avery Street in Ipswich, Massachusetts, on felony operating after being certified as a habitual offender and driving after revocation or suspension charges. She was accused of driving on Route 27 in Raymond on Jan. 3 after being deemed a habitual offender by the NH DMV. Belew was convicted on a driving under the influence charge in January 2024 in Dover District Court.

Teofil Bortos, 45, of Coney Island Avenue in Brooklyn, New York, on fraudulent use of a credit card and theft by unauthorized taking, both felonies. He was accused of obtaining more than $1,500 in cash from the accounts of three people by using credit and-or debit cards at Eastern Bank in Londonderry on Dec. 16, 2025. James P. Bragg, 38, of County Road in Lisbon, Maine, on felony possession of psilocin and-or psilocybin and driving under the influence-third offense. He was accused of possessing the drugs and driving on Nashua Road in Windham on Dec. 6, 2025. Previously, Bragg was convicted on operating under the influence in December 2021 in Kennebec Superior Court and June 2022 in Androscoggin Superior Court-Lewiston District Court.

Nicholas Joseph Brochu, 44, of Somerville Street in Manchester, on theft detection device remover and three felony counts of theft by unauthorized taking. He was accused of stealing merchandise from Macy’s at the Rockingham Mall in Salem on Sept. 6, Nov. 5, 2025, and Jan. 12. Twice before, according to the indictment, Brochu was convicted on theft charges.

Brian Allen Carneau, 34, of Lowell Road in Salem, on a felony second-degree assault-domestic violence charge. He was accused of strangling an intimate partner on Jan. 25 in Salem.

Alexander C. Colbath, 25, of Upland Street in Manchester, on attempted aggravated felonious sexual assault, felonious sexual assault, and manufacture of child sexual abuse images charges, all felonies. He was accused of attempting to sexually assault and record the act with a 2-year-old girl in Candia on Sept. 19, 2024. Marco J. Marquez Vera, 20, of an unknown address, on second-degree murder, attempted armed robbery, conspiracy to commit armed burglary, and armed robbery charges. He acted in concert with and aided Jeffrey Li and Ayaan Nisaar in using physical force and weapons to kill another man during a robbery on May 19, 2025, in Derry, according to indictments. Jamie B. Melendez, 37, of Dearborn Avenue in Hampton, on a felony count of failure to register as a sexual offender. He was accused of failing to register with the Hampton police between Dec. 11, 2023, and March 16, 2025.

Gavyn Walter Moore, 27, of Goboro Road in Epsom, on a felony count of robbery and simple assault and willful concealment charges. He was accused of using force to retain stolen property and concealed merchandise from Macy’s at the Rockingham Mall in Salem on Dec. 4, 2025.

William Charles Moschetto, 46, of Jennifer Road in Danville, on four felony counts of theft by deception charges. He was accused of returning unpaid for merchandise at Target in Salem on Nov. 2, Nov. 6, Nov. 13, and Nov. 17, 2025. Twice before, according to the indictments, Moschetto has been convicted on theft charges.

Martin Lee Myers, 46, a homeless man now located in York, Maine, on a felony controlled drug act; acts prohibited-buprenorphine charge on July 7, 2022, in Newington.
