California Coronavirus: Latest Updates On Cases, Orders, Closures
Here's a roundup of all the coronavirus developments in California as of April 26.
CALIFORNIA — Gov. Gavin Newsom announced a novel aid program Friday that aims to get restaurants rehiring workers right away while also feeding needy seniors and generating sales tax revenue for city governments. California will team up with the federal government to pay restaurants to provide three meals a day to needy seniors.
The partnership between the Federal Emergency Management Agency, state and local governments will provide eligible seniors with 21 meals a week, Newsom said. FEMA will cover 75% of the costs of the meals. The state will cover most of the remaining costs, and restaurants would be reimbursed at rates of $16 for breakfasts, $17 for lunches and up to $28 for dinners. According to Newsom, the program is a first of its kind in the nation.
Meanwhile, California recorded its deadliest day since the start of the coronavirus pandemic this week, as on Wednesday 115 people died statewide from COVID-19, Newsom said Thursday. 68 of the fatal cases were clustered in Los Angeles County, according to California public health officials.

"We MUST take this seriously," Newsom said on Twitter, as he announced that 3,343 of the state's COVID-19 cases are in our hospitals, with 1,204 of those in the ICU.
The figures are a sign that California is not out the woods yet, said Newsom, who indicated that he would not lift the statewide shutdown orders in the face of pressure by some groups to loosen restrictions.

Elective surgeries resume, testing to increase
However, hospitals in California are now in a position to resume scheduling elective surgeries, Newsom announced Wednesday, saying the state's medical facilities had expanded enough to handle any future surges of new coronavirus patients.
Hospitals in California and across the country began suspending elective surgeries and non-emergency procedures in mid-March, anticipating a wave of COVID-19 patients. Starting Wednesday, patients suffering from tumors, heart conditions and a wide range of other issues can "get the kind of care they deserve" after a month's delay, Newsom said.
The news conference was billed as an update to last week's, in which Newsom laid out six key milestones that the state would need to meet before officials would consider lifting California's stay-home order and allowing certain sectors of the economy to reopen.
Again on Wednesday, Newsom said he could not provide a timeline for when major sectors of California's economy could reopen. The gradual process of reopening will look like a dimmer, the governor said — not a light switch.
"There is no light switch, and there is no date," he said.

Previously unknown Bay Area cases discovered
Meanwhile, officials announced Tuesday that person in Santa Clara County died from the new coronavirus on Feb. 6, more than a month earlier than officials had thought the first COVID-19 death occurred in the United States.
The fatality is now the first known COVID-19-related death in the United States. The individual, who died Feb. 6, and two others in the county all died before what was thought to be the county's first death on March 9. Previously, the first known coronavirus-related death in the United States was reported in the Seattle area in late February.
County officials made the discoveries when autopsies were done on the two people who died at their homes on Feb. 6 and Feb. 17, and tissue samples from the two were sent to the Centers for Disease Control and Prevention.
The discovery came one day after after researchers announced that the coronavirus has likely infected hundreds of thousands of California residents, far higher than the state's official case totals, according to new studies from the Bay Area and Southern California.
In Los Angeles County, as many as 442,000 people were already infected with COVID-19 by early April, according to researchers at USC who conducted random antibody tests to estimate just how far the virus has spread. And a Stanford study found that the actual number of COVID-19 infections in Santa Clara County was 50 to 85 times more than the official count as of earlier this month.
Those who test positive for the COVID-19 antibody, whether or not they develop symptoms, are believed to have some degree of immunity to the disease.
There were more than 964,900 confirmed cases of the coronavirus in the United States and 54,841 deaths as of Sunday evening, according to Johns Hopkins University. 1,725 of those deaths were in California. The U.S. has the most confirmed coronavirus cases and deaths in the world.
