Only Florida had Fewer HUD Code Manufactured Homes Shipped in Feb 2025

The Manufactured Housing Association for Regulatory Reform (MHARR) normally provides U.S. manufactured housing production data on or after the third of every month. For whatever reason, the Manufactured Housing Institute (MHI) has for some time failed to provide such data to the public that MHARR does, which is similar to the kind of data that the National Association of Home Builders (NAHB), the National Association of Realtors (NAR), or the Recreational Vehicle Industry Association (RVIA) - among other professions - provides every month. Part I - Manufactured Home Production Trendline Flat in February 2025 per Manufactured Housing Association for Regulatory Reform (MHARR)

Washington, D.C., April 3, 2025 – The Manufactured Housing Association for Regulatory Reform (MHARR) reports that according to official statistics compiled on behalf of the U.S. Department of Housing and Urban Development (HUD), HUD Code manufactured housing industry year-over-year production was essentially unchanged in February 2025. Just-released statistics indicate that HUD Code manufacturers produced 8,368 new homes in February 2025, virtually the same -- at 0.1% -- as the 8,355 new HUD Code homes produced in February 2024. Cumulative production for 2025 now totals 17,246 new HUD Code homes, as compared with 15,830 over the same period in 2024, an 8.9% increase.
A further analysis of the official industry statistics shows that the top ten shipment states from January 2023 -- with monthly, cumulative, current reporting year (2025) and prior year (2024) shipments per category as indicated -- are:

The February 2025 statistics move Tennessee into 8th place on the cumulative top-ten list, while Kentucky falls to 9th place.

MHARR production reports are available for re-publication in full (i.e., without alteration or substantive modification) without further permission and with proper attribution and/or link back to MHARR.

Part II - More Facts-Evidence-Analysis

Among the top ten shipment states as reported by MHARR, only Florida took a modest dip in February 2025 over February 2024. While there could be several factors, one might be that there was one fewer days in Feb 2025 (28) vs. Feb 2024 (leap year, with 29 days).

2) The evidence is clear. Years of third-party research has confirmed that there is no form of permanent housing that is as affordable as HUD Code manufactured homes. The Niskanen Center, Freddie Mac, HUD, the NAR.

4) As the NAR said, what is a manufactured home? It is the next step beyond mobile homes. Manufactured homes are federally regulated, mobile homes were not. Manufactured housing has an array of benefits that are often not found with conventional housing. As a report we plan to cover soon will indicate, the National Association of Home Builders (NAHB) research is the latest to confirm that manufactured homes are appreciating faster than conventional housing. So why is it that so little is known about modern mainstream manufactured housing that is grounded in recent research instead of decades-old myths?
