CONCORD, NH — A grand jury in Merrimack County recently indicted the individuals listed below.
Debbie Parent, 32, a homeless woman now located in Franklin, on four felony counts of controlled drug act; acts prohibited-fentanyl and heroin mix, fentanyl, and methamphetamine on Feb. 14 in Franklin.
Matthew D. Rollins Jr., 36, of Cross Mill Road in Northfield, on three felony counts of controlled drug act; acts prohibited-fentanyl, meth, and testosterone, on Feb. 14 in Franklin.
Gregory Rule, 33, of Bela View Drive in Bow, on a felony count of possession of a controlled drug-subsequent-meth charge on Feb. 3, 2025, in Hooksett. Previously, according to the indictment, he was convicted on a possession of a controlled drug charge in Hills South in November 2020.
Thomas M. Sanborn, 37, of Franklin, incarcerated at the time of the indictment, on attempted escape, sale of a narcotic drug-subsequent-fentanyl, and controlled drug act; acts prohibited-possession of a narcotic drug-subsequent-fentanyl charges, all felonies. The sale charge stemmed from an incident on Jan. 15 in Franklin. The possession charge reportedly occurred in Franklin on April 1. Sanborn was out on bail on June 24 when he was accused of opening the door to the backseat of a cruiser while being transported to court, running down the road, jumping over a guardrail, and down an embankment. Sanborn was previously convicted on a drug charge in Belknap County Superior Court in April 2017.
Jonathan Santiago-Martinez, 35, of Concord, incarcerated in the New Hampshire State Prison for Men at the time of the indictment, on a felon in possession charge. He was accused of possessing a three-inch shank on Nov. 18, 2025. Santiago-Martinez was convicted of a felony in Hills North in February 2024.

Matthew A. Snyder, 31, a member of Concord's unhoused community, incarcerated in the Merrimack County Jail at the time of the indictment, on armed career criminals, convicted felons-shotgun, three sale controlled drug-subsequent-meth, two controlled drug act; acts prohibited-possession of a controlled rug with intent to distribute-subsequent-meth and fentanyl, controlled drug act; acts prohibited-possession of a narcotic drug-subsequent-fentanyl, controlled drug act; acts prohibited-possession of a controlled drug-subsequent-meth, and prohibited-possession of a narcotic drug-subsequent-crack cocaine charges, all felonies. The charges stem from incidents in March and April in Concord. Previously, according to the indictments, Snyder was convicted on possession with intent in Hills North in March 2023. James J. Welcome, 43, of Franklin Highway in Andover, on a felony theft by unauthorized taking charge. He was accused of stealing merchandise from Sam's Club in Concord on May 18, 2025. Previously, according to the indictment, Welcome was convicted on theft charges.
Jennifer Wesson, 42, of Beech Street in Manchester, on a felony count of receiving stolen property. She was accused of retaining a stolen 2014 Nissan Altima on Nov. 15, 2025, in Hooksett.
Scott A. Wilkinson, formerly of Concord, now imprisoned in a federal correctional facility in Danbury, Connecticut, on aggravated felonious sexual assault-domestic violence and three felonious sexual assault-domestic violence charges, all felonies. He was accused of having a girl fondle him on two or more occasions across a period of five years between February 2018 and November 2022 in Concord.
Nicholas T. Woods, 42, of Moonshine Drive in Belmont, on controlled drug act; acts prohibited-fentanyl and falsifying physical evidence charges, both felonies. He was accused of possessing the drug and attempting to conceal it near a business sign when police arrived at the scene on Sept. 26, 2025, in Franklin.
