Andover Man Arrested On Theft, Concealment Charges After Lowe’s Incident: Concord Cop Log

Man arrested on 6 assault charges; teen charged with negligent driving near Concord High School; habitual offender arrested on Loudon Road.

CONCORD, NH — Brian A. Huoppi, 44, of Concord, was arrested at 12:25 p.m. on May 29, 2025, on a warrant. He was arrested after an incident or investigation at the Friendly Kitchen at 2 S. Commercial St. Huoppi failed to appear at a hearing-motion to revoke bail in Merrimack County Superior Court on May 8, connected to a controlled drug: acts prohibited felony charge out of Concord from March 2024. A bail hearing was held on June 9. Huoppi is due back in court for a status conference hearing on June 30.

David Edward Austin, 29, of Concord, was arrested at 1:06 a.m. on May 26 on a felony operating after certification as a habitual offender charge. He was arrested after an incident or investigation at the Shell gas station at 24 Loudon Road.

Kimberly R. Graham, 36, of Concord, was arrested at 6:15 p.m. on May 23 on two warrants. Also arrested was Kristie Marie Colby, 38, of Manchester, on two driving after revocation or suspension charges and a bench warrant. They were arrested after an incident or investigation at the Speedway at 15 Hall St. The warrants issued against Graham were a motion to revoke bail warrant for violation of a court order on May 20, connected to a fentanyl sale charge from January 2024 and a drug possession charge from October 2023 in Concord. She has status conference hearings booked for June 24 in both cases. There is an active warrant for Colby’s arrest after being accused of violation of probation connected to three drug possession-subsequent convictions from April 9, where she received three 12-month sentences and $1,860 in fines, all suspended, with 27 days of time served in jail.

James Jonas Welcome, 42, of Andover, was arrested at 11:36 a.m. on May 22 on theft by unauthorized taking-$1,001 to $1,500 and willful concealment charges. He was arrested after an incident or investigation at Lowe’s at 90 Fort Eddy Road.

John T. Willey, born in 1970, of Concord, was arrested at 9:18 p.m. on May 13 on three simple assault and three domestic violence-simple assault charges. He was arrested after an incident or investigation on Thompson Street.

James Tyree, born in 1983, of Concord, was arrested at 6:41 p.m. on May 13 on a bench warrant after an incident or investigation at the Market Basket at 80 Storrs St.

Darlene K. Derby, born in 1971, of Concord, was arrested at 2:52 p.m. on May 13 on simple assault and domestic violence-simple assault charges. She was arrested after an incident or investigation at the Market Basket at 108 Fort Eddy Road.

Duncan E. Averill, 62, received a summons at 6 a.m. on May 13 on a driving after revocation or suspension charge after an incident or investigation on Water Street.

Jean B. Cyr, born in 1961, of Concord, was arrested at 2:01 a.m. on May 13 on a warrant. Also arrested was Jeffrey Barnard Cyr, born in 1958, of Concord, also on a warrant. They were arrested after an incident or investigation on Pembroke Road.

John H. Camden, 42, of Concord, was arrested at 2:43 p.m. on May 12 on theft by unauthorized taking-less than $1,000 and breach of bail charges. He was arrested after an incident or investigation at Hannaford at 73 Fort Eddy Road.

Rowan Thomas Kiley, born in 2007, of Concord, received a summons at 9:59 a.m. on May 12 on a negligent driving charge and an overtaking and passing a school bus violation after an incident or investigation on the North Fruit Street side of Concord High School.
