Jennifer Rebekah Hutchins, 48, of Pitman Street in Concord was arrested at 3:47 p.m. on June 26 on a felony possession of a controlled drug charge. Officers were sent to Fort Eddy Road for a report of a potential person in crisis. Later, EMTs reported it was an overdose. A third source said the case involved a woman with methamphetamine who was taken to Concord Hospital. Officers were then called to the hospital for a report of drugs found in a purse — specifically, a “bubble” crystal meth smoking device, a metal pipe, a butane lighter, a small container of a white rocky substance believed to be meth, and a glass bottle with marijuana, the report said. The security officer claimed the drugs belonged to Hutchins, the affidavit stated. The reporting officer spoke to Hutchins, who they knew from prior contacts, who was in the emergency room waiting room. The officer requested they talk outside, and she obliged, the report said. Hutchins was asked about overdosing earlier, and she said she had not, the affidavit said. “Hutchins told me she called the crisis line because she was kicked out of her Riverbend case manager’s vehicle for having drugs on her persons,” the officer wrote. She was accused of confirming EMTs took her to the hospital for a mental health evaluation and dropped her off at the ER. Hutchins was accused of admitting the drugs and paraphernalia were hers, the report said, and she was arrested.

Jackie Marcell Roberts, 21, of Concord was arrested at 8:31 a.m. on June 4 on a felony drug possession charge. Officers were sent to Staples on Fort Eddy Road for an alarm activation. After speaking to the store manager, who said the alarm came from the right-side door, officers went to investigate. There, they found a man sitting on the steps at the back of the building with a long blue rubber band around his arm and his arm straight out, a report said. They started to walk toward the man, and when he saw them, he “tried to try (and) hide the blue band.” The officer recognized the man as Roberts, “due to previous contacts with him,” and questioned him about the alarm. Roberts was accused of denying having any involvement with the alarm activation. When asked about the rubber band and orange needle cap that was “partially under his right thigh,” Roberts admitted to having “just a small amount of dope,” an affidavit said. The reporting officer requested Roberts to place the cap back on the needle, which was loaded with a brown liquid believed to be fentanyl, and was arrested, the report said. Roberts was accused of possessing a small baggie of white and brown tinted powder inside of an Altoids box in his backpack during processing.
