Concord Man Indicted On Knife Threat, Other Charges: Superior Court Roundup

Man indicted on Medicaid fraud charges; Laconia habitual offender accused of meth possession; Franklin felon indicted on a weapon charge.

CONCORD, NH — The following people were indicted recently in Merrimack County Superior Court.

Jennifer Hutchins, 48, of Pitman Street in Concord on a felony possession of methamphetamine charge on Pleasant Street in Concord on June 8.

Eddy Joseph, 30, of an unknown address in Concord, on two domestic violence and two criminal threatening charges, all felonies. He was accused of threatening an intimate partner with a knife and saying, “I don’t take threats lightly,” or words to that effect, on July 21 in Concord.

Daniel S. Kelly, 27, of Howard Street in Laconia on operating after certification as a habitual offender and possession of meth charges, both felonies. He was accused of driving on North Main Street in Franklin on July 16.

Emily Kennett, 38, of Windsor Road in Hillsboro on possession of meth and possession of buprenorphine charges, both felonies, on March 3 in Dunbarton.

Ashley Laroche, 33, of Major Drive in Gilmanton on possession of a controlled drug-subsequent, meth, and two possession of narcotic drug-subsequent, buprenorphine and fentanyl, charges, all felonies, on June 1 in Loudon. Previously, according to the indictment, she was convicted of acts prohibited in June 2017 in Merrimack County Superior Court.

Christopher Levreault, 44, of Joy Avenue in Belmont on a felony identity fraud charge. He was accused of posing as another to rent items from Rent-A-Center in Concord on June 28 to defraud.

Jason Lockrow, 40, of River Street in Franklin on possession of a deadly weapon by a convicted felon and possession of fentanyl charges, both felonies. He was accused of possessing a knife after being convicted on a felony drug charge in Merrimack County Superior Court in April 2021.

Andrew J. Ludwig, 37, a homeless man now located in Concord, on two felony controlled drug act; acts prohibited, alprazolam and meth, charges on Aug. 1 in Concord.

Michael Maggiacomo, 52, homeless, on prohibited acts-presenting false records and Medicaid fraud-false claims, both felony charges. He was accused of defrauding Medicaid between August 2018 and May 2019 in Concord and also agreeing with Tina Allen to commit fraud, the indictment said.

Frank A. McMillan, 48, of Gary Avenue in Hooksett on a felony motor vehicles; penalties charge. He was accused of driving in Hooksett on July 22 after being certified as a habitual offender by the NH DMV.
