Concord Man Arrested On Stalking, Criminal Threat Charges: Cop Log

Plus: Several men face domestic violence charges; a woman faces a resisting charge on West Street; defecation incident at Capital Plaza.

CONCORD, NH — Sincere T. Thomas, born 1999, of Concord received a summons at 2 a.m. on Aug. 6 on simple assault, criminal mischief, and obstructing report of a crime-injury charges after an incident on Village Street in Penacook.

Ashton Everrett Garland, 31, a homeless man now located in Concord, was arrested at 5:33 p.m. on Aug. 5 on a felony possession of a controlled drug charge and a bench warrant. An officer saw Garland walking across Loudon Road, near Woodcrest Heights Drive, “interfering with the flow of traffic,” according to an affidavit. The officer pulled over, spoke with him, and then “sent him on his way,” the report said. The officer then ran his name, found he had an electronic bench warrant, and went looking for him. Later, the officer found Garland in a bathroom stall at Dairy Queen and arrested him. A backpack in the stall was seized, a report said. The officer searched the bag, found a wallet and ID, indicating the bag was Garland’s, the affidavit stated, as well as burnt tin foil, metal straws, and two metal containers. Inside one container, there “appeared to be an off-white substance I believed to be heroin-fentanyl,” the officer wrote. “In the other, there was a small bag with purple paper that appeared to be LSD,” the affidavit said. The suspected drugs were sent to the state lab for testing, and Garland refused bail and was taken to county. Garland was arraigned in Merrimack County Superior Court on Aug. 8.

Joseph Robert Lecouffe Jr., born 1966, of Concord was arrested at 5:01 p.m. on Aug. 5 on stalking and violation of privacy-sexual gratification charges. Bhakta Pachkoti, born 1970, of Concord was arrested at 4:30 p.m. on Aug. 5 on simple assault and domestic violence-simple assault charges. He was arrested after an incident at Royal Gardens.

Eddy Robert Joseph, born 1992, of Concord was arrested at 1:40 p.m. on Aug. 5 on stalking and violation of a protective order charges. He was arrested at police headquarters. Joseph was also arrested at 8:50 p.m. on July 21 on domestic violence-criminal threatening and criminal threatening-deadly weapon charges after an incident at the Fire House Block Apartments on Green Street.

Brittney Cathryn Slater, born 2001, of Concord was cited at 1:32 p.m. on Aug. 5 on a resisting arrest or detention charge on West Street.

Kevin Gobeil, 27, of Pembroke was arrested at 2:15 a.m. on Aug. 5 on two warrants. He was arrested after an incident at 7-Eleven on South Main Street.

Isaiah James Bullock, 23, of Concord was arrested at 12:03 a.m. on Aug. 5 on simple assault and domestic violence-simple assault charges. He was arrested after an incident on Village Street.

David T. Swett, born 1964, of Concord was arrested at 7:30 p.m. on Aug. 4 on disorderly conduct and public urination or defecation charges. He was arrested after an incident on Capital Plaza.

Cameron Brian Reynolds, 27, of Concord was arrested at 6:33 p.m. on Aug. 4 on simple assault, domestic violence-simple assault, and criminal mischief charges after an incident on Tara Drive.
