Ryan Christopher Woods, 33, of North Spring Street in Concord was arrested at 6:13 a.m. on June 22 on a warrant, as well as transport drugs in a motor vehicle and felony controlled drug charges. An officer saw an Audi on North Spring Street that might be connected to an active federal warrant against Woods, a report said. The charge, an affidavit said, was from the BATF on a theft of a firearm charge. The officer approached the vehicle and spoke to the driver, Woods, who he knew from “previous police contact,” the report said. Woods opened the car door, turned off its engine, and placed a soft-sided square bag that was previously on his lap onto the front passenger seat, the affidavit said. The officer saw blood on Woods’ arm and thought he might have been shooting up drugs, the report said. Woods, however, denied he was and said he was clean, the officer wrote. After seeing a bullet in the center console of the car, Woods was asked if he was armed, and he said he was not, the report said. After being asked to exit the car, he was handcuffed while the officer confirmed the warrant, the report said. The warrant was confirmed and backup officers were sent to assist. The reporting officer accused Woods of having fentanyl in a small clear jar and a small square metal box in his pockets. A small smoking pipe, typically used to smoke marijuana, the officer wrote, was found on the passenger side floor as well as a torch-type lighter. Woods asked the officer if he was going to search the vehicle, and he said he might, the report said. He then began speaking with “a broken voice, as if he was about to cry,” requesting the officer refrain from searching the vehicle, the affidavit said.
