Concord Police Log: Camper Near I-393 Gets Summons

Plus, unlicensed drivers caught because they didn't dim their high beams and dad allegedly shoplifts food to feed his children.

Sebineza Mvugira, 22, of Loudon Road in Concord, was arrested at 3:49 p.m. on Sept. 16, 2015, for operating without a valid license after reportedly rear-ending another vehicle that had stopped at a crosswalk at Warren and Westbourne streets. He was arrested again 2:54 a.m. on Sept. 30, 2015, for operating without a valid license and default or breach of bail conditions after a traffic stop on Loudon Road for not dimming the vehicle’s high beams for an oncoming vehicle. He was found to have a pending license and was arrested again. A breach charge was added due to the previous arrest two weeks before. He’s due in court on Oct. 26.

Christopher R. Paquette, 25, a homeless man now located in Concord, received a summons at 11:34 a.m. on Sept. 28, for criminal trespass after allegedly being caught on the railroad tracks underneath I-393 near Constitution Avenue. Paquette was allegedly setting up a tent when he was told to leave the area. He reportedly refused so a man called police. Paquette was reportedly packing up when police arrived and received a summons. He’s due in court on Nov. 9.

Bethany S. Whitcomb, 37, of Fisherville Road in Concord, was arrested at 9:19 a.m. on Sept. 27, on two bench warrants. Officers were sent to an incident at the Lun Hing Motel on Fisherville Road and while investigating the incident, came across Whitcomb who had active warrants for suspension of registration and misuse/failure to display plates, $200 cash to settle. She’s due in court on Nov. 2.

Jay E. Flanders, 40, a homeless man now located in Concord, was arrested at 7:55 p.m. on Sept. 7, for default or breach of bail conditions. Officers were sent to the CVS on Hall Street for a report of homeless people behind the store along the tracks being loud. When the officer pulled into the area, he allegedly saw Flanders with an open container of Natty Daddy beer. Since he was previously arrested, out on bail, and required to refrain from alcohol usage, he was arrested.

Helen A. Martyszyn, 58, of Edgar Albert Road in Groton, was arrested at 2:37 p.m. on Sept. 2, for theft and theft of lost or mislaid property at the Ocean State Job Lots on D’Amante Drive on July 25, 2015. She’s due in court on Oct. 26.

Jacey R. Eaton, 21, of Venne Circle in Concord, was arrested at 6:30 p.m. on Aug. 26, on a bench warrant out of Concord District Court earlier in the day for unlawful possession of alcohol, $597 cash to settle. A sergeant and officers were sent to the area around Checkmate Pizza on Washington Street for a report of a woman passed out on a bench in front of the business. A check yielded the warrant and Eaton was arrested and held because she was unable to make bail.

Craig Landry, 37, of Deer Path Lane in Pembroke, received a summons at 9:50 p.m. on Aug. 24, on a theft charge at Walmart on Loudon Road for allegedly shoplifting more than $120 worth of groceries. Landry reportedly told the officer that he attempted to leave without paying for the groceries because he “needed food for his children” and later, allegedly admitted it was “stupid” and that he does not normally steal things.

Henry M. Mendez, 42, of Amherst Street in Manchester, was arrested at 5:06 p.m. on Aug. 24, on a theft by unauthorized taking or transfer charge from July 4, 2015, at the Hannaford on Fort Eddy Road.

Eric Johnson, 29, of Manchester Street in Concord, was arrested at 9:24 a.m. on Aug. 24, for driving after revocation or suspension after a traffic stop on Regional Drive. His license was suspended in October 2014 and he was previously convicted of operating after suspension in October 2014 in Concord District Court.

Dawna J. Granfield, 32, of Alice Drive in Concord, was arrested at 1:44 a.m. on Aug. 24, for driving after revocation or suspension and suspended registration after a traffic stop on North State Street for failing to dim her high beams to oncoming traffic. Granfield’s license and registrations were suspended on Aug. 13, 2015.

Keith C. Samson, 27, a homeless man now located in Concord, was arrested at 9:45 p.m. on Aug. 22, on a warrant out of Merrimack County Superior Court for failure to appear on a drug charge. The warrant was issued on Aug. 13, 2015, with $5,000 cash bail. Samson was arrested at the 7-Eleven on Loudon Road.

Daniel J. Panza, 30, of South Fruit Street in Concord, was arrested at 9:15 a.m. on Aug. 22, on a bench warrant out of Concord District Court from March 2014 for nonpayment of a fine, $310 cash to settle, on an operating after suspension charge. He was arrested while riding a bike on the sidewalk while patrolling for potential burglary suspects in the area.

Steven A. Freeman, 28, a homeless man now located in Concord, was arrested at 11:20 a.m. on Aug. 21, for felony possession of controlled drugs from June 29, 2015, on Manchester Street. He was arrested at the mobile home park and put on 72-hour hold by his probation officer.
