Sullivan, 39, of Walnut Street in Manchester, on felony possession of controlled drugs and falsifying physical evidence charges. Officers were at the intersection of North Main Street and I-393 watching for red light violations when a Subaru Legacy blew a red light and was stopped on Bouton Street. While speaking with Rossman, a passenger, Sullivan, allegedly appeared to be concealing something between the passenger seat and the center console. When asked about it, he allegedly denied doing anything. A second officer, however, allegedly saw a metal spoon and hypodermic needle “in plain view” inside a Ziplock bag tucked down between his leg and the seat. Sullivan allegedly had a small plastic baggie with heroin in his hand and “quickly moved his left hand to his mouth and placed the plastic baggie containing the suspect heroin in his mouth,” the officer alleged. Sullivan was cuffed and one of the officers attempted to retrieve the baggie from his mouth but it was reportedly clenched tight. While this was going on, Rossman allegedly attempted to conceal a marijuana grinder and pipe underneath the driver’s seat, according to the arrest report. EMTs were called to the scene to assist and evaluate Sullivan. According to dispatch, Sullivan was on parole for possession of heroin and was arrested. He was later taken to the hospital and held on $1,000 cash bail.
