Cross-Border Drug Trafficking Investigation Nets 13: NH AG

State police, DEA agents arrested Concord, Hudson, Manchester residents as well as Maine, Plymouth and Tyngsborough, Mass., residents, too.

CONCORD, NH — More than a dozen people in three states were arrested during the past few months as part of a cross-border drug trafficking investigation involving both state and federal authorities.

In all, 10 New Hampshire residents, two in Massachusetts, and one from Maine were arrested on various charges after drug-dealing incidents in the three states, Danielle Sakowski, a senior assistant attorney general, said. The arrests were made during three different time periods, in various locations around New England.

The first wave of arrests was made on Dec. 16, and Dec. 21, 2021, in Chelmsford and Tyngsborough, MA, and Concord and Lebanon, NH. The second wave of arrests was made on Feb. 17 in Boscawen, Bow, Concord, and Tilton, NH, as well as Greene, Maine.

According to investigators, during the December 2021 sweeps, Mark Dipaolo, 45, of Plymouth, MA, was arrested in Chelmsford, MA, on a Rockingham Superior Court warrant for conspiracy to sell methamphetamine. Dipaolo was also additionally charged in Hillsborough-South Superior Court with conspiracy to sell cocaine.

Craig Clark, 50, of Hudson, NH, was arrested in Tyngsborough, MA on a Hillsborough-South Superior Court warrant for conspiracy to sell cocaine.

James Towne, 44, of Concord, NH, was arrested in Lebanon, NH, on a Merrimack County Superior Court warrant for conspiracy to sell methamphetamine.

Jami Marquis, 27, of Concord, NH, was arrested in the city on a Merrimack County Superior Court warrant for conspiracy to sell methamphetamine.

Michael Marquis, 55, of Manchester, NH, was arrested in Concord, NH, on a Merrimack County Superior Court warrant for conspiracy to sell methamphetamine.

In Greene, ME, on Thursday, Robert Hopkins, 33, of Lewiston, ME, was arrested on a Merrimack County Superior Court warrant for conspiracy to sell methamphetamine.

More arrests were made in Boscawen, Bow, and Concord on Thursday. Stephanie Allard, 43, of Belmont, NH, was arrested on a Merrimack County Superior Court warrant for conspiracy to sell methamphetamine; Jennifer Boudle, 34, of Concord, NH, was arrested on a Merrimack County Superior Court warrant for conspiracy to sell methamphetamine; Christopher Davis, 49, of Concord, NH, was arrested on a Merrimack County Superior Court warrant for conspiracy to sell methamphetamine; Nancy Jones (aka Nancy Turner), 56, of Chichester, NH, was arrested on a Merrimack County Superior Court warrant for conspiracy to sell methamphetamine; Shannon Pellot-Sosa, 36, of Hooksett, NH, was arrested on a Merrimack County Superior Court warrant for conspiracy to sell methamphetamine; and Kyle Putnam, 38, of Tilton, NH, was arrested on a Merrimack County Superior Court warrant for conspiracy to sell methamphetamine.

“This investigation revealed that Dipaolo supplied methamphetamine to Towne, who then conspired with Allard, Boudle, Davis, Jones, Jami Marquis, Michael Marquis, Pellot-Sosa, and Putnam to distribute that methamphetamine in the Concord area and the Lakes Region of New Hampshire,” Sakowski said. “The investigation further revealed that Dipaolo also supplied cocaine to Clark, who in turn sold the cocaine in Hudson, New Hampshire, to Hopkins to take to Maine.”

Sakowski said the following agencies were involved in this investigation: New Hampshire Attorney General’s Office, New Hampshire Attorney General’s Drug Task Force, New Hampshire State Police, Massachusetts State Police, United States Drug Enforcement Administration, the Concord, Manchester, and Plymouth NH police departments, and the Plymouth and Tyngsborough MA police departments, too.

Michael Marquis is due back in court for a dispositional conference on March 14. Towne is due back in court for a dispositional conference on March 21 as is Jami Marquis. Dipaolo has a status conference booked for March 22 and a dispositional conference on April 12. Clark has a dispositional conference scheduled for April 6. Court dates for the others arrested were not released by the attorney general’s office on Friday.
