Chelsea A. O’Connell, 35, of East Main Street in Tilton was arrested at 2:39 a.m. on Aug. 26 on possession of a controlled drug, transport drugs in a motor vehicle, and operating with an expired license charges as well as a marijuana possession violation. An officer patrolling Hall Street ran the plate on a BMW that pulled into the driveway. The vehicle was registered to a man in Tilton who had a protective order against O’Connell, a report said. A check of her also revealed a suspended license due to failure to pay child support in August. The officer said the driver matched O’Connell’s descriptors, so he went to where the vehicle was and spoke with the driver, who turned out to be O’Connell, the report stated. “During my conversation with Chelsea, she appeared extremely nervous and fidgety,” the officer wrote. After first saying she was visiting a friend and changing her story to say she drove into the driveway randomly, she admitted she was on her way to visit friends at the Best Western, an affidavit said. O’Connell also told the officer she did not know her license was suspended, the report said. The officer said there was an open purse in plain view on the vehicle's console with a crunched-up plastic baggie “consistent with the storage of illegal narcotics” and a butane torch on the passenger seat, the affidavit said. O’Connell was questioned about the drugs, accused of admitting she had methamphetamine and marijuana, and was arrested. The reporting officer said two bags of meth, 4.26 grams and 1.94 grams, were found and field-tested positive. She also possessed 1.75 grams of marijuana, the report said. According to superior court records, O’Connell was arrested in March in Franklin on two Belknap County Superior Court no-bail warrants. At the time, she was accused of hiding drug paraphernalia in a cloth bundle in her bra. The bundle included a lighter, digital scale, tubes, and a metal spoon and needles with fentanyl residue, an affidavit said.
Nicole Flood, 32, a homeless woman now located in Concord, was arrested at 5:34 p.m. on Aug. 24 on a theft by unauthorized taking charge, a felony, due to two prior convictions. Officers were sent to TJMaxx on Loudon Road for a report of a possible theft in progress. The officer waited outside the store while calling for backup. About 15 minutes later, the officer accused Flood of exiting the store with a backpack, large bag, and a sweater. The store’s loss prevention detective followed her out, confronted her, and they both went back into the store, according to an affidavit. The officers followed them in and accused Flood of emptying items out of a large bag — some with TJMaxx price tags. The total amount was around $126 worth of items, including gourmet gummy bears, the report said. The officer watched the store's surveillance video, confirmed the theft, and arrested Flood after the watch commander confirmed she had two prior convictions.
