Child Sexual Assaulter Accused Of Hiding Heroin Inside Her Bra: Concord Police Log
Parolee accused of possessing drugs, paraphernalia; Northfield biker arrested on habitual offender charge at crash scene; warrant arrests.

CONCORD, NH — Ryan Daniel Sullivan, 27, of Concord received a summons for a bench warrant at 4:40 p.m. on June 1, 2023, after an incident at Marshalls on Storrs Street.
Kevin Gobeil, 28, of Concord was arrested at 1:11 a.m. on June 1 on a bench warrant after an incident at Speedway on Hall Street.
Maria A. Youngman, born 1989, of Concord was cited at 5:39 p.m. on May 31 on a criminal trespass charge after an incident at the Olive Garden Restaurant on Loudon Road.

Tommi Lynn Allen, 43, a homeless woman now located in Concord, was arrested on a warrant for probation-parole violation at 2:07 p.m. on May 31 on a felony drug possession charge. A detective received information about a possible wanted subject, Allen, who might be downtown. The detective said she was a sex offender and had previously been convicted of receiving stolen property. A report said another officer accompanied the detective and, while on North Spring Street, spotted Allen along with another woman and a man. The officer turned the cruiser around to head back to the area. The report said the detective ordered Allen to stop, and she did. She was handcuffed and, while doing so, requested medical treatment, an affidavit said. The detective asked Allen to let them know if she had any weapons or contraband before being searched by a woman later, the report said. Allen was then accused of revealing she had heroin in her bra. She was uncuffed and voluntarily grabbed the heroin from her bra, handed it to the detective, and was re-cuffed again, the detective wrote. Allen was then taken to headquarters for processing, where she refused bail and was taken to the county jail. Allen is a sex offender, according to the state, due to a felonious sexual assault conviction involving a child in June 2011. She has also been convicted on 17 charges in the past five and half years, including several burglaries, forgery, receiving stolen property, and theft charges.
Donald Beaudoin, born 1943, of Concord was cited at 8:30 a.m. on May 31 on driving after revocation or suspension-subsequent charge and an unofficial inspection-registration decal violation on Brodeur Street.

Gregory Stephen Witham, 23, of Church Street in Concord was arrested at 9:01 a.m. on May 5 on a felony drug possession charge. On April 27, police were requested to a home on Church Street after a parole officer accused a parolee of possessing heroin and paraphernalia during a check. A report said the officer examined the room and “observed” needles, burnt spoons, and discolored cotton swabs. The parole officer also reported finding a bag of a tan-white chalky substance, believed to be heroin-fentanyl, while another parole officer discovered “whip it” containers, a report said. The evidence was seized and sent to the state police crime lab for testing. The next day, the parole officer told the Concord police officer that the suspect, Witham, admitted he was using the drugs to avoid becoming “dope sick,” an affidavit stated. He said he had contact with other drug court participants who he could hit up for “subs,” or suboxone, the report said. Witham was then charged.
Shawn M. McGrath, 50, of Concord was arrested on a warrant at 3:05 a.m. on May 5 after an incident at The Common Man on Water Street. He failed to appear at a deferred sentence hearing on Jan. 4 in Strafford County Superior Court on a felony controlled drug charge from December 2020. McGrath’s sentence was amended on May 24.
Ethan Robert Limoges, 23, of Concord Road in Northfield was arrested at 6:38 p.m. on May 4 on a felony operating after being certified as a habitual offender charge. An officer was sent to Loudon Road for a report of a motorcycle accident. When they arrived, they found three motorcycles off to the side and another that crashed. During questioning, an officer spoke with Limoges, who was not involved in the crash. However, an affidavit said, his motorcycle did not have a plate. Limoges said the plate was “zip tied” and must have fallen off, the report said, adding that a friend owned the motorcycle. A check of Limoges found he was a habitual offender, and he was arrested after admitting he knew he was one, the officer wrote. Sarah Elizabeth Pacheco, born 1983, of Concord received a citation for unofficial inspection registration decal violation at 5:25 p.m. on May 4 after an incident on Loudon Road.
Joseph P. Vaillancourt III, 35, of Campton was issued a summons at 4:45 p.m. on May 4 on a suspension of vehicle registration violation on Manchester Street.
