CONCORD, NH — Joshua M. Williams, 39 of Canaan was arrested at 11:16 a.m. on Aug. 4, 2021, on a warrant and a bench warrant after an incident at the Holiday Inn on North Main Street. He has an active felony theft case in Grafton County Superior Court.

Carl D. Soderberg, 53, of North Main Street Concord was arrested at 11:05 a.m. on Aug. 2 on criminal threatening, stalking, breach of bail, and three resisting arrest or detention charges. Two officers were sent to Loudon Road for a report of a man, without a shirt, walking into traffic. A third officer told dispatch it might be Soderberg, since he saw him in the area with a woman earlier in the day, an affidavit stated. The officers arrived, identified the man as Soderberg, and accused him of being with a woman with an active protective order against him. The woman began walking away from the area while Soderberg was accused of attempting to flee the area but was stopped and handcuffed. A lieutenant informed the officers the protective order was active and he was arrested. Soderberg, the officer wrote, admitted to being on a multiple-day methamphetamine high but was cooperative during processing, at first. He reportedly blew a 0.118 BrAC test, a violation of his bail terms, so that charge was added to the docket. Soderberg was unable to find a sober party to be released to so he was told he would be taken to the county jail. The reporting officer accused Soderberg of becoming “extremely agitated” at this announcement, believing he had been tricked. He called the officer the n-word, and began punching and kicking the cell doors, the report stated. When asked to stop, he was accused of telling the officer to “f--- off” while yelling other obscenities, threats of violence, and banging on the cell. The officer drew his Taser and pointed it at Soderberg in an effort to gain compliance so he could be taken to the county jail. “Soderberg then laid on his back, on the ground, and told us to come in,” the report stated. Soderberg was handcuffed and brought to a cruiser. Once inside, the report stated, he “began banging his head violently against the cruiser cage while yelling.” Later, Soderberg was accused of kicking the cruiser cage, requiring him to be resecured and then, taken back to police headquarters to swap cruisers. During that process, the officer accused him of threatening him with a seat belt buckle. Soderberg was told he would be Tased if he did not comply and he did, the report stated.
