Concord Driver Indicted On Habitual Offender Charge: Court Roundup

Franklin man indicted on strangulation, kidnapping charges; former Concord resident, currently in Mass. jail, faces burglary indictments.

CONCORD, NH — The following people were indicted recently on Merrimack County Superior Court.

Philip Harford, 44, of Hartshorn Road in Barnstead on habitual offender and possession of a narcotic drug-cocaine charges, both felonies, on Nov. 7, 2020, on Central Street in Franklin.

Felicia Hawkins, 31, of Bell Avenue in Hooksett on two felony controlled drug act; acts prohibited charges, methamphetamine and heroin, on Nov. 11, 2020, in Hooksett.

Todd Michael Horstkotte, 49, incarcerated at the time of the indictment in the Worcester County House of Corrections in West Boylston, Massachusetts, on two counts of burglary as well as single counts of attempted burglary, attempted theft, theft by unauthorized taking, and receiving stolen property. He was accused of burglarizing New Hampshire Distributors and Amerigas on Regional Drive and attempted burglary at Walmart on Loudon Road on Nov. 29, 2020. Horstkotte was also accused of stealing items from Sam's Club on Sheep Davis Road in Concord on Nov. 29, 2020, as well as a vehicle owned by another person.

Jessica Houle, 30, of Franklin Street in Franklin on two counts of sale of a narcotic drug-fentanyl on Dec. 20, 2019, at the Royal Garden Apartments in Concord and Jan. 3, 2020, on South Street in Concord.

Natasha Ingalls, 34, of Parker Street in Manchester on a felony theft by unauthorized taking charge. She was accused of stealing merchandise from Walmart in Hooksett on May 7, 2020. Twice before, according to the indictment, she has been convicted on theft charges.

Lewis D. Jenna Jr., 40, of West Bow Street in Franklin on a self-defense weapon; possession by a felon charge. He was accused of possessing an electronic defense weapon in Franklin on Jan. 17.

Christopher Stafford, 38, of Concord Gardens in Concord on two habitual offender charges. He was accused of driving on Loudon Road in Concord on Nov. 12, 2020, and Christian Avenue in Concord on Jan. 5.

Justin Thurber, 37, of Elkins Street in Franklin on a felony theft by unauthorized taking charge after being accused of stealing items from the Cumberland Farms in Franklin on April 12, 2020. In the past, according to the indictment, he was convicted on theft and burglary charges.

Kristine Tirone, 26, of North Road in Fremont on a felony controlled drug act; acts prohibited charge after an incident on June 21, 2020, in Concord.

Edwin H. Tucker, 25, of Pleasant Street in Franklin on kidnapping-domestic violence, second-degree assault-domestic violence, and two criminal restraint charges, all felonies. He was accused of strangling a woman while also confining and restraining her against her will on Aug. 29, 2020, in Franklin.

Maria Vallee, 38, a homeless woman now located in Concord, on two felony controlled drug act; acts prohibited charges, buprenorphine and meth, on Aug. 2, 2020, in Concord.
