Concord Woman Arrested On Stolen Property, Drug Charges: Police Log

CONCORD, NH — Melissa Kay Devine, born 1992, of Concord was arrested at 2:19 a.m. on July 22, 2022, on simple assault and domestic violence-simple assault charges. She was arrested after an incident at the Rumford Arms Apartments on North Main Street.

Danielle Kristen Abrams, born 1985, of Concord was arrested at 9:05 a.m. on July 22 on theft of services, less than $1,000, driving after revocation or suspension, and criminal trespass charges. She was arrested after an incident at Patsy’s Auto Body on Basin Street.

Rachelle Lynn Smith, 32, of Concord was cited at 11:43 a.m. on July 17 on a bench warrant after an incident at the Holiday Inn on North Main Street.

Justin George Mercer, 42, of Pembroke was arrested at 1:58 a.m. on July 15 on a domestic violence warrant.

Jess Brandon Kuwaye, born 1974, of Concord was arrested at 10:42 p.m. on July 12 on simple assault and domestic violence-simple assault charges after an incident on Sanborn Road.

David Stephen Mattil, 54, of Concord was arrested at 9:33 a.m. on July 6 on felony operating after certifiedas a habitual offender and false report of a motor vehicle accident charges. He was arrested after an incident on Storrs Street.

Carrie E. Drake, 53, of Concord was arrested at 10:56 a.m. on July 2 on receiving stolen property, less than $1,000, deal-possess prescription drugs, and resisting arrest or detention charges after an incident at Walgreens on Loudon Road.

Wayne R. Smith, 47, a homeless man now located in Concord, was arrested at 3:30 p.m. on June 28 on a felony receiving stolen property, $1,501+, charge. Officers and detectives were sent to a report of a $2,000 theft incident at Dick’s Sporting Goods on Loudon Road around 2:25 p.m. Around 3:15 p.m., a detective working undercover in the area saw a man matching the description of the suspect, including clothing and tattoos, and told the other officer. The officer said the picture matched the description from employees at the store. The man entered the woods near the Shell station on Loudon Road, and the reporting officer and detective went into the homeless camp to find the man, later identified as Smith, who they knew from previous contacts, the report said. Smith was accused of wearing a brand-new pair of black Under Armor shoes employees said he stole. He also had a large bag which appeared to be a cooler that was also stolen, the report said. The officer wrote that security footage in the store matched Smith. The detectives and officers were able to retrieve about $2,030.61 in items, including a bicycle, according to an affidavit.

Michael Duclos, 31, of Concord was arrested at 6:15 a.m. on June 5 on simple assault and domestic violence-simple assault charges after an incident at Concord Gardens.
