Concord Sex Offender Arrested On Failure To Comply Charges: Log

CONCORD, NH — Nyabunguye Tembasi, 27, homeless, was arrested at 10:59 a.m. on Oct. 10, 2020, on a criminal trespass charge. At around 1:30 p.m. on Sept. 15, an officer was sent to the Concord Public Library on Green Street for a report of a suspicious person in the library who had possibly been trespassed previously. The person used one of the guest computers and then left. The officer viewed security footage and recognized the man to be Tembasi, according to an affidavit. A warrant was then issued for his arrest.

Drew Daniel Parenteau, 37, of Woodrow Avenune in Franklin was arrested at 10:13 a.m. on Oct. 10, 2020, on a criminal mischief charge. At around 2:30 p.m. on Sept. 26, an officer was sent to Concord Hospital for a report of a patient who had punched a hole in the wall of a room. The officer saw the hole in the wall, about 10 inches by 5 inches, and spoke to Parenteau, who was accused in an affidavit of punching the wall. The officer eyed video footage and issued a warrant for his arrest. Parenteau was previously convicted on drug possession, interfering with police dogs or horses, and resisting arrest charges.

Carrie E. Drake, 51, of Concord received a summons at 12:52 p.m. on Oct. 8 on a criminal trespass charge and a bench warrant after an incident at Walmart on Loudon Road.

April L. Baillargeon, 45, of Concord was arrested at 8:20 p.m. on Oct. 6 on 10 bench warrants. She was arrested on Park Street.

Hira Lal Darjee, born 1984, of Concord was arrested at 9:15 p.m. on Oct. 4 on a bench warrant after an incident at the Lamplighter Plaza on Loudon Road.

David Thomas Swett, 56, of Concord was arrested at 5:55 p.m. on Oct. 1 on a criminal trespass charge. Officers were sent to Concord Hospital on Pleasant Street for a patient who refused to leave after being told to leave, according to an affidavit. The man, Swett, was given opportunities to try and find a place to stay for the evening but was unable to reach anyone, according to a report. The officer accused Swett of saying he would wait for a city bus to take him to Walmart but a hospital security guard said the bus did not go there. After repeatedly being asked to leave the emergency area, he was accused of refusing to leave, arrested, and held without bail.

Brittney C. Webster, 30, of Northwood was arrested at 2:48 p.m. on Sept. 29 on a driving after revocation or suspension charge after an incident in East Concord. She has an active DUI, meth possession, and fentanyl possession charges in Rockingham County Superior Court after an incident in Londonderry in December 2019.

Joshua Glen Manias, 27, of Franklin was arrested at 10:21 p.m. on Sept. 10 on a warrant after an incident at 7-Eleven on Loudon Road. He has active duty to inform case in superior court after being convicted of sexual assault and second-degree assault charges in November 2013 out of Boscawen. Manias was convicted of a felony interfering with a fire apparatus charge out of Boscawen from October 2014 and that case has been reopened due to a violation of probation or parole accusation. He was also convicted on a drug charge in August 2015.

Michael Depont, 38, of Concord was arrested at 2:50 p.m. on Sept. 10 on a resisting arrest or detention charge after an incident at NHTI on College Drive. He has an active drug possession case in superior court after an incident in Bow in July.

Timothy S. Flynn, 50, of Concord was arrested at 9:30 p.m. on Sept. 8 on three felony sex offender registration; negligent failure to comply charges. He was arrested at police headquarters. Flynn is due back in superior court on Dec. 17. Flynn also has an active driving while intoxicated and drug possession case in superior court.
