Momkpokpo K. Amegnra, 30, of Old Suncook Road in Concord was arrested at 1:22 a.m. on Dec. 14 on operating after being certified a habitual offender and drug possession charges, both felonies, as well as a bench warrant and tail lamp and reflectors and unofficial inspection-registration decal violations. An officer monitoring traffic on North Main Street saw a vehicle on Pearl Street with a defective license plate light. The officer followed the vehicle onto I-393 and then I-93 south. The vehicle was pulled over just before the Exit 14 offramp. The officer asked the driver, Amegnra, for his license and registration, and he replied he thought his license was suspended, a report said. Dispatch confirmed Amegnra was a habitual offender, his registration privileges were suspended, and he had an active bench warrant. A second officer arrived and Amegnra was arrested. An inventory of the vehicle was performed, and an officer said they found a straw with white powder on it and a baggie with a tan-colored powder, believed to be fentanyl, between the driver’s seat and center console, an affidavit stated. The vehicle's registration expired on April 30, 2022, but the color showed it would expire in April 2023. The registration was suspended in February 2022 for failure to pay a court fine. Amegnra, the report said, was previously convicted of driving while intoxicated in July 2015 in Concord District Court. His license was suspended in September 2021 and he was deemed a habitual offender in May 2022. Amegnra was arraigned later that day and has a dispositional conference hearing on April 11 in superior court.
Brian Michael Kinney, 46, of Ponderose Avenue in Nashua, was arrested at 10:14 a.m. on Dec. 7 on felony operating after being certified as a habitual offender charge and a stop signs; yield signs violation. An officer in the River Hill Market parking lot saw a white Volvo traveling east and failing to stop at the stop sign at the intersection of Horse Hill, Carter Hill, Bog, and River roads. The officer pulled the vehicle over on Bog Road and asked the driver, Kinney, for his license. Kinney reportedly told the officer his operating privileges were suspended but had a meeting to deal with it in the future. “The operator then stated he was a habitual offender,” a report said. The officer accused Kinney of asking for leniency and requesting he “work with him” because he was dropping off a wheelchair to a friend’s wife and could be sent to prison for driving. He also claimed to be driving carefully, too, the affidavit said. Dispatch confirmed Kinney was a habitual offender, certified on Dec. 5, 2022, and he was arrested. He was arraigned on Dec. 29 and is due in Merrimack County Superior Court for a dispositional conference hearing on May 8.
