David John Fries, 38, of Manchester was arrested at 1:35 a.m. on June 9 on driving after revocation or suspension, failure to display plates, transport drugs in a motor vehicle, and three felony controlled drug charges. An officer stopped a 2012 Chevrolet Cruze on Hall Street after seeing the vehicle did not have a front license plate, according to a report. While approaching the vehicle, the officer accused the driver, Fries, of appearing to be panicking, making a cellphone call, and then putting his hands on the wheel while the cellphone was on his lap and on speaker. The officer wrote his eyes appeared to be dilated and of different shapes. When questioned about this, Fries told the officer it was due to a sports injury about seven years ago, an affidavit said. When asked about drug or alcohol use, he denied using anything, even though the officer said his eyes appeared glossy, a report said. Fries said he had been out of prison for about six months and was “clean,” the affidavit said. He also did not have a license on hand and the car was not registered to him, but after a check, the officer said his driving privileges were suspended, the report said, and he was arrested. The officer asked Fries if he wanted anything from his vehicle, and Fries said his backpack, the report said. About 15 seconds later, he changed his mind and said he had his cellphone, so he was OK, the officer said. “David then asked me to lock his vehicle and stated that it was unlawful for me to go into his vehicle at this time,” the officer wrote. A tow truck was called, and later, during an inventory search, police accused Fries of having “a large number of drugs” in his backpack, including a white substance that appeared to be fentanyl as well as three large scales with residue on the outside of each, a large wad of cash, a psilocybin chocolate bar, and a small baggie with three oxycodone bills. Fries failed to appear at arraignment on June 23. According to superior court records, he has been arrested on burglary, reckless operation, delivery of weapon or contraband while in prison, disobeying an officer, resisting, and numerous drug possession charges all around the state during the past 18 years.
