Homeless Child Sexual Assaulter In Concord Indicted On Robbery, Registration Charges: County Court Roundup

Man indicted on sexual abuse image charges; PA man accused of trying to sneak drug into prison; Milford teen indicted for reckless conduct.

CONCORD, NH — A grand jury in Merrimack County recently indicted the individuals listed below.

Wayland Tolman Anderson, 30, of Tolman Pond Road in Nelson, on possession of a narcotic drug-cocaine-subsequent, possession of marijuana with intent to dispense-subsequent, and two possession of a controlled drug-subsequent, psilocybin and psilocin and DMT charges, all felonies. He was accused of possessing the drugs on Nov. 14, 2025, in Henniker. Previously, according to the indictment, Anderson was convicted of possession in Jaffrey District Court in June 2019.

Roger Baker, 49, a homeless man now located in Concord, on three extended term of imprisonment simple assault charges. He was accused of spitting in the faces of two Concord police officers on Feb. 17.

Joshua Barton, 49, of Franklin Highway in Andover, on a felony possession of a controlled drug-fentanyl charge on June 11, 2025, in Andover.

Timothy M. Barton, 32, of Old Shaker Road in Loudon, on possession of a narcotic drug-fentanyl and possession of a controlled drug-methamphetamine charges, both felonies in Hooksett on Nov. 28, 2025.

Brian T. Bilodeau, 66, a homeless man now located in Concord, on two felony controlled drug act; acts prohibited, fentanyl, on Sept. 24, 2025, in Concord. Previously, according to the indictment, he was convicted on a possession charge.

Jonathan McCarthy, 43, of Village Street in Penacook, on two controlled drug act; acts prohibited-meth charges on Jan. 18 and July 6, 2025, in Concord.

Thomas E. McEneany, 39, of Herbert Street in Concord, on a felony controlled drug act; acts prohibited-meth charge in Franklin on Aug. 27, 2025.

Cesar Medina Morales, 35, of Philadelphia, Pennsylvania, incarcerated at the time of the indictment, on a felony attempt delivery of articles to prisoners charge. He was accused of receiving a package at the New Hampshire State Prison for Men containing a book with MDMB-4en-PINACA covering it on June 26, 2024.

Casey D. Murphy, 33, of Prescott Street in Concord, on five felony counts of possession of child sexual abuse images. He was accused of possessing .mp4s of boys on Dec. 23, 2025, in Concord. Kieran Murphy, 42, of Old Clubhouse Lane in Bridgewater, on two felony controlled drug act; acts prohibited charges, meth and fentanyl, on Oct. 17, 2025, in Franklin.

Steve W. Murphy, 39, a homeless man now located in Concord, on robbery and penalty: registration of criminal offenders charges, both felonies. He was accused of using force during a store theft incident on Nov. 6, 2025, in Concord, by saying, “Back off or I will smash you” or words to that effect. Murphy also failed to register with police as a sex offender in October 2025, as he is required to do annually, due to his sex offender status, according to an indictment. He was previously convicted of failure to comply in Merrimack County Superior Court in 2014 and 2017. Murphy is a sex offender due to two felonious sexual assault convictions (on a victim 13 or older and under 16, where the age difference was more than four years in March 2011.

Tyler J. Neumann, 19, of Great Brook Road in Milford, on a felony reckless conduct charge. He was accused of putting others in danger by driving at a high rate of speed on Interstate 93 north, nearly striking other vehicles, on Nov. 14, 2025, in Concord.
