Webster Ice Cream Trailer Owner Accused Of Recording Girl In Bathroom: Merrimack County Court Indictments

CONCORD, NH — A grand jury in Merrimack County recently indicted the individuals listed below.

Hozan Haidar (Tahir) Alhefel, 36, of Mill Street in Rochester, on Medicaid fraud-false claims, Medicaid fraud-false records, and theft by deception charges, all felonies. She was accused of submitting false records between February 2022 and May 2025 to deprive Medicaid of more than $1,500.

Stephen Beaulieu, 33, of Westford Road in Tyngsboro, Massachusetts, on a felony count of controlled drug act; acts prohibited-cocaine charge on Dec. 19, 2025, in Bow.

Haleen Buonano, 49, of South Main Street in Concord, on theft by deception and controlled drug act; acts prohibited charges, methamphetamine and fentanyl, all felonies. She was accused of stealing merchandise from Market Basket in Concord on Jan. 16 and possessing the drugs. Twice before, according to the indictment, Buonano has been convicted on theft charges.

John Camden, 43, a homeless man now located in Concord, on a felony count of controlled drug act; acts prohibited-fentanyl charge on March 2 in Concord.

Timothy Casey, 24, a member of Concord's unhoused community, on a felony controlled drug act; acts prohibited-methamphetamine charge on April 11 in Concord.

Joel T. McNeff, 41, of Hollings Drive in Webster, on falsifying physical evidence, three possession of child sexual abuse images, and three manufacture of child sexual abuse images, all felonies. He was accused of installing a hidden camera in the bathroom of an ice cream trailer he co-owned in Pittsfield and recording a teenage girl on Aug. 11, 2023. On Jan. 1, he was accused of deleting several voyeurism videos from his cellphone in an effort to impair an investigation.

Christopher McWilliams, 43, of Broad Avenue in Concord, on a felony count reckless conduct; deadly weapon. He was accused of pointing a firearm and pulling the trigger while in close proximity to another person, placing them in danger in Concord, on Jan. 17.

Kristen L. Macrae, 35, of Main Street in Pittsfield, on 10 felony counts of controlled drug act; acts prohibited-crack cocaine, LSD, meth, clonazepam, MDMA, and fentanyl. According to the indictments, she had more than 100 milligrams of LSD, more than 1 gram of crack cocaine, more than one ounce of meth, and more than 5 grams of fentanyl, with intent to distribute.

Alexis Martinez, 42, of Charles Street in Penacook, on a felony burglary charge. He was accused of burglarizing an apartment on Sheep Davis Road in Concord on March 17. Mark S. Maynard, 49, of Suncook Valley Road in Chichester, on four issuing bad checks and three theft by deception charges, all felonies. He was accused of writing a bad check to Grappone Ford in Bow for $2,348.18 on Dec. 17, 2025; a $5,516.37 check to Grappone Ford on Dec. 22, 2025; and $1,740 to Grappone Ford on Dec. 23, 2025; and Advance Auto for $12,836.37 on Jan. 21.
