Fentanyl Baggie, Bloody Needles Lead To Charges In Concord: Police Log

CONCORD, NH — John Joshua Jellue, 25, of Concord was arrested at 3:05 a.m. on July 11, 2022, on a bench warrant. He was arrested after an incident on Washington Street.
Kevin D. Harrington, 44, a homeless man now located in Concord, was arrested at 4:45 p.m. on July 10 on a warrant and a felony possession of fentanyl charge. Officers on foot patrol underneath the Interstate 393 bridge spotted Harrington, ran a check on him, and found he had an active no bail county warrant. The officers went over to speak with him but by the time they got to where he was, he had moved, an affidavit said. Later, the officers found him at the Friendly Kitchen. The reporting officer accused Harrington of throwing a black bag into some bushes behind him before they arrived. The officer asked what was in the bag and Harrington “asked me to just let him leave,” the report said. Harrington was informed of the warrant and was asked, again, what was in the bag, the officer wrote. Harrington, however, requested, again, to be let go, telling the officer he would turn himself in later, an affidavit said. After being told that was not an option while waiting for the warrant to be confirmed, Harrington was allowed to have a smoke, the officer said. According to the Merrimack County Superior Court, he failed to appear at a dispositional conference on June 13, on two felony drug charges from December 2021. The bag was retrieved and when asked again about what was inside, Harrington replied there were needles inside, the report said. “Harrington offered to open the bag for me,” the officer wrote. “Harrington opened the bag and began to root around inside the bag, showing me its contents. I observed 2 loaded needles (needles filled with blood and possibly drugs) and several small plastic Ziplock bags which were clouded by an unknown substance.” One of the bags had a brown powdery substance inside, the affidavit said. Harrington put the bag down and said, “(expletive), I forgot I had that in there,” the officer wrote. Harrington was then arrested, arraigned, and released on personal recognizance.
Haleen Ann Buonano, 45, of Concord was arrested at 4:15 a.m. on July 10 on a warrant after an incident at Big Jim’s on South Main Street. According to superior court records, she failed to appear at the arraignment of a felony theft charge on April 7. She was back in court on July 11.

Kevin Clay Welcome, born 1961, of Concord was arrested at 1:45 a.m. on July 10 on a driving after revocation or suspension-subsequent charge. He was arrested at 102 Manchester St.
Lydia Michelle Perkins, born 1999, of Concord was arrested at 8:26 p.m. on July 9 on simple assault, domestic violence-simple assault, and breach of bail charges after an incident on Portsmouth Street.

Michelle R. Harris, 35, of Bow was arrested at 5:30 p.m. on July 9 on driving after revocation or suspension and breach of bail charges. She was arrested after an incident at 202 N. Main St.
Elijah E. Gross, 44, of Concord was arrested at 4:43 p.m. on July 9, on a bench warrant after an incident on Pleasant Street.
Christopher Spataro, 28, of Laconia was arrested at 8:34 p.m. on June 29, on a bench warrant as well as driving after revocation or suspension, transport drugs in a motor vehicle, and felony possession of a controlled drug charges. He was arrested after an incident at 320 Sheep Davis Road. Spataro is due in superior court for arraignment on July 28.
Richard O’Connell, born 1931, of Concord was cited at 10:30 a.m. on June 25 on conduct after an accident and unsafe lane change charges after an incident at 41 Washington St.
Steven Wayne Gilman, born 1992, of Concord was arrested at 2:05 a.m. on June 25 on a bench warrant after an incident at the Sewalls Falls State Recreation Area on Second Street.
Daniel Joseph O’Connor, born 1987, of Rumney was given a summons at 9:31 p.m. on June 22 on a breach of bail charge after an incident at the McDonald’s Restaurant on Loudon Road.
