Kenneth Hebert, 48, of Concord was arrested at 7:10 p.m. on Dec. 4 on a bench warrant and a resisting arrest or detention charge after an incident at Walmart. About 20 minutes later, he was arrested on two warrants.

Ryan D. Degreenia, 37, of Portsmouth Street in Concord was arrested at 10 a.m. on Dec. 1 on two felony controlled drug charges. Around 4 a.m. on July 31, an officer on Regional Drive saw two people riding bikes. One, however, did not have proper lighting and was not wearing reflective outerwear. The officer turned around to stop the bicyclists and noted while one stopped the other kept riding. The officer spoke to Degreenia, who argued he had a light around his neck and on the handlebar, the report said. The officer countered they were not functioning. A check of Degreenia, who he recognized, found an active bench warrant with $150 cash bail. The officer arrested Degreenia and accused him of possessing tinfoil with burnt residue in a pants pocket. During a search of his backpack, he found a bag with a torch, glass pipe, two syringes, and other works, the report said. Two baggies were also found — one with powder, believed to be methamphetamine, and another with fentanyl-heroin, an affidavit said. On Nov. 16, the state lab confirmed one baggie containing fentanyl-para-fluorofentanyl and the other containing meth. A warrant was then issued for his arrest.

Kristen L. Macrae, 31, a homeless woman now located in Concord, was arrested at 3:35 p.m. on Nov. 30 on a warrant. She was arrested at the McDonald’s Restaurant on South Main Street.

Anna Marie Martin, 39, of Belmont or Wood Lane in Prince George, Virginia, was arrested at 3:10 a.m. on Nov. 26 on a felony identity fraud charge. On Sept. 15, an officer spoke with a woman about a Granite State Credit Union account opened in her name at the Concord branch on Sheep Davis Road. The woman had never been to the Concord branch. The woman said her wallet was stolen in Tilton, and she reported it to the police there. Her ID, debit card, SSI card, and other items were in the wallet. She said two withdrawals valued at $400 were made from the Concord branch. The officer learned Martin was a suspect in the stolen wallet case in Tilton, was accused of larceny-forgery-fraud in Seabrook on Sept. 8, and an ID theft in Wareham, Massachusetts, the affidavit stated. The officer visited the credit union and eyed the security footage from August — noting Martin’s dirty blonde hair with a pink ponytail. The affidavit said the photos matched a booking photo of her from Oct. 5. The Concord officer went to Tilton and inspected footage there, the report said, confirming it was Martin.
