Esther Ntumba Mbombo, 43, of Royal Gardens in Concord was arrested at 7:51 p.m. on July 17 on disorderly conduct, resisting arrest or detention, and two criminal threatening charges. Police were sent to the Royal Gardens apartment complex to serve Mbombo with a domestic violence protection order. The reporting officer accused her of often being “typically verbally aggressive,” “more likely than not intoxicated,” and she did not like the police. When the officers arrived, they overheard Mbombo through the apartment door “yelling something,” and when she opened the door, “she was completely naked,” an affidavit stated. She put on a shawl, opened the apartment screen door, grabbed a wooden muddler, raised it, and held it in a baseball-swinging stance, the report stated. The muddler was about 22 inches long and weighed around 5 to 10 pounds, the reporting officer wrote later. The officers stepped back and ordered her to put the muddler down. “Esther then laughed and placed it at the base of the screen door to prop it open,” the officer wrote. The second officer attempted to serve the DVO and she continued to yell, asking, “Are you here to arrest me?,” the report said. After some back and forth, the officer gave the orders to Mbombo and the officers started to walk away. Mbombo, however, continued to scream and yell, ripped up the paperwork, and grabbed the muddler again, the officer wrote. While walking out, her shawl came off. The reporting officer noted she was in direct view of other neighbors and a children’s playground. The officer accused her of hitting the muddler on the ground and threatening to damage the police cruiser. The officers then ordered her to drop the muddler, but she refused, the report stated, and she threatened the officers. The reporting officer accused Mbombo of taking steps toward the officer, “threatening to hit him,” and raising the muddler “in a manner that made me believe she was going to try and hit him with it.” The officers deployed their Tasers and ordered her to drop the muddler. Mbombo’s shawl fell off again and she began walking through the apartment, “swinging and raising the muddler,” the affidavit stated. At one point, she tossed it to the ground and then picked it up again and threatened the officers with it again, the report said. The reporting officer said she dropped it again, and he holstered the Taser, tried to pick up the muddler, and placed her under arrest. Mbombo was accused of resisting, was taken to the ground, and handcuffed while she was “constantly spitting on the ground and yelling at us to cover her up.” She was wrapped in the shawl and placed in the cruiser while continuing to spit and refusing to listen to officers, the report said.
