Celia A. Cordova, 30, of Bog Road in Concord was arrested at 1:47 a.m. on Nov. 20 on disorderly conduct and resisting arrest or detention charges. An officer driving on North Main Street saw a group of people putting a woman, who looked unconscious, into a vehicle by the TD Bank on North Main Street. The officer went to the area and saw the woman, known to police from prior contacts, and she was “unconscious and unresponsive.” Concord fire and rescue teams were called to assist as well as other officers who moved people away from the woman. The woman was taken out of the car and officers began CPR to revive her, according to an affidavit. While doing this, another woman, later identified as Cordova, “was hysterical” and requested that she be put back in the vehicle, the report stated. Firefighters arrived, treated the woman, and loaded her into an ambulance with Cordova attempting “multiple times” to get into the ambulance and “interfere with fire” as they were helping the woman, the report stated. “Celia was being hysterical and out of control throughout the entire incident, yelling at us and cursing us out while yelling at the top of her lungs,” the affidavit stated. The officers accused Cordova of recording them, screaming more, while others attempted to calm her down. A sergeant also intervened, in an attempt to calm her down, and warned her she would be arrested if she did not stop screaming, and “Celia continued to curse at us, in a yelling tone,” the affidavit stated. She was then arrested, refused to cooperate during the process, and was taken to count.
