David J. Craveiro II, 42, of Spruce Street in Manchester was arrested at 4 a.m. on Nov. 24 on two felony possession of controlled drug charges. While patrolling on South Main Street, an officer saw a man walking by The Draft and, while doing so, appeared to stop and bend over a railing and then, falling. The officer stopped to ensure he was OK, but the man started walking away. A report said the officer got him to stop and walk back but appeared to be stumbling over his feet. The officer accused the man, later identified as Craveiro, of slurring his words and mumbling. Craveiro was accused of being unable to speak or spell his name correctly to be checked by dispatch. He attempted to reach a friend to pick him up but was unable to, the report said. Due to the weather — 15 degrees and the man’s perceived stability, he was taken into protective custody. Craveiro’s backpack was checked for weapons, and the officer found a knife, and, next to it, a baggie with a white powder believed to be fentanyl. He was then arrested on a drug possession charge. During processing, Craveiro was accused of possessing three buprenorphine and naloxone film strips, so a second drug charge was added, as well as 10 knives, lighters, and torches.

Fogg, 39, a homeless man now located in Concord, was arrested at 9:16 p.m. on Nov. 23 on felony burglary, theft by unauthorized taking, less than $1,000, criminal mischief, and breach of bail charges. Police were sent to North State Street near Dolan Street for a report of a burglary in progress. Five sergeants and officers arrived, saw a smashed panel of glass on a door, and ordered the person inside to come out, which they did not do. The officers entered the building and heard a shower running. When they arrived at the shower, they accused Fogg, “who is known to officers, sitting cross-legged in the shower.” He was then arrested. Police spoke to a woman who reported milk being removed from a refrigerator and $114 in cash missing from a wallet. A man reported a hat also missing. Fogg was accused of wearing the hat on a surveillance video later. Since Fogg had been arrested the day before, a breach charge was added. According to superior court records, Fogg was arrested on a burglary charge after an incident on the First NH Turnpike on Nov. 21. In that incident, police were also sent to a burglary in progress call. They accused him of breaking things inside the building and hiding behind antiques. He was charged with felony burglary and criminal mischief charges as well as a resisting arrest charge.
