Concord Man Indicted On 2 Indecent Exposure Charges: County Superior Court Roundup
Plus: Perp with priors charged with burglary; Hopkinton man indicted on strangulation charges; Mass. man indicted on 26 stalking charges.

CONCORD, NH — A Merrimack County grand jury indicted the following people recently.
Robert Duclos, 52, of Amesbury Road in Hopkinton on second-degree assault and second-degree assault-domestic violence charges, both felonies. He was accused of strangling an intimate partner on Nov. 5, 2023, in Hopkinton.
Jackson Eastman, 21, of Eastern Avenue in Concord on two felony indecent exposure and lewdness charges. He was accused of exposing himself to children at White Park on Dec. 7, 2023.

Joshua Hamlett, 42, of Walnut Street in Manchester on two felony possession of controlled drug-subsequent charges, fentanyl and crack cocaine, on Dec. 22, 2023, in Epsom.
James Hepburn, 47, of Agawam Street in Lowell, Massachusetts, on a felony forgery charge. He was accused of uttering a check from the Merrimack County Savings Bank account of FiveKPH LLC for $2,137.50 in Hopkinton.

Adam Huberty, 44, of Walker Street in Manchester on a felony criminal threatening charge. He was accused of holding a knife in the direction of a Concord police officer and advancing toward her on June 28, 2023.
Regis B. Irumva, 20, of Concord Gardens in Concord on a felony burglary charge. He was accused of burglarizing a Jennings Drive apartment on Jan. 2 in Concord while out on bail.

Jacqueline Ishimwe, 24, of Royal Gardens in Concord on first-degree assault and attempted first-degree assault-domestic violence charges, both felonies. Nathan Jamieson, 30, of Hale Avenue in Henniker on two felony controlled drug act; acts prohibited charges, methamphetamine and fentanyl, on Nov. 12, 2023, in Hopkinton.
Mengying Jiang, 33, of New York, incarcerated at the time of the indictment, on organized retail crime enterprise, accomplice to credit card fraud, conspiracy to commit credit card fraud, and conspiracy to commit theft by deception charges, all felonies. He worked with Naxin Wu and-or Mingdong Chen and-or others to fraudulent obtain gift and credit card information to purchase high-end electronics to resell Between Oct. 1 and Dec. 28, 2023, in Concord. Paul Keenan, 53, of East 164th Street in the Bronx, New York, on attempted theft by deception, forgery, and identity fraud charges, all felonies. He was accused of posing as another man to withdraw $5,200 from the account of V.M. Foods Inc. in Pittsfield on Jan. 31.
Other Indictments
Colby Brock Aucion, 39, of Oberlin, Louisiana, was indicted in Grafton County Superior Court on an aggravated felonious sexual assault charge. He was accused of raping a girl between June 11 and June 15, 2022, in Bethlehem.
Victor Cruz, 39, of Jones Street in Everett, MA, was indicted in Grafton County Superior Court on three felony tampering with witnesses and informants, contempt, and 26 domestic violence-stalking charges. He was accused of attempting to get an assault victim to block Ashland police and-or the county attorney’s office and not appear at a trial between Feb. 6 and Feb. 8. Cruz was also accused of calling the protected party several times between Feb. 6 and Feb. 29.
Frank Michael Papa, 59, of Sunset Road in Alexandria was indicted in Grafton County Superior Court on criminal threatening and reckless conduct charges, both felonies. He was accused of firing a gun during an argument that placed two other people in danger in Alexandria.
Ronald Philbrick, 64, of Lyfords Cross in Thornton was indicted in Grafton County Superior Court on two certain uses of computer services, two indecent exposure and lewdness, and five possession of child sexual abuse images charges, all felonies. He was accused of sexting with two people he thought were children and sending a picture of his genitalia between Aug. 3 and Aug. 4, 2023, in Campton. Philbrick also was accused of possessing pictures and videos on Sept. 26, 2023, in Thornton.
Michael A. Robinson, 56, of Main Street in Littleton was indicted in Grafton County Superior Court on five felony aggravated felonious sexual assault charges. He was accused of touching a girl between Feb. 26, 2010, and Feb. 25, 2017, in Lisbon and Littleton.
Henry White Sr., 78, of Patridge Lake Road in Littleton was indicted in Grafton County Superior Court on felonious sexual assault and aggravated felonious sexual assault charges. He was accused of making a girl fondle him between July 8 and Aug. 2, 2022, in Littleton.
Kerri Ann Yaqoob, 33, of Renihan Meadows in Lebanon on four felony controlled drug act; acts prohibited charges. She was accused of selling fentanyl and alpha-pihp to a confidential informant on Jan. 19, and March 1, 2023, in Lebanon.
