Traffic Stop Yields Stolen Checks, Drug Charges Against Concord Felon: Concord Police Log
Heights man charged with stalking, indecent exposure and gross lewdness; assault arrests; Bradford woman accused of disorderly conduct.

CONCORD, NH — Benjamin William Rockwell, 23, of Concord was arrested at 11:02 a.m. on Jan. 5, 2024, on a simple assault charge. He was arrested after an incident or investigation at The Barley House at 132 N. Main St.
Brittany M. Bohan, 33, of Brewer, Maine, was arrested on a warrant at 12:50 p.m. on Jan. 4 on a disobeying an officer charge and a license required violation. The disobeying charge was after an incident or investigation on Fayette Street while the warrant was connected to an incident or investigation on Court Street.
Chelsea Anne Carpentier, 32, of Manchester was arrested at 6:58 p.m. on Jan. 3 on simple assault and domestic violence-simple assault charges after an incident or investigation on Waverly Street.

Brittany E. Landry, born 1995, of Concord was arrested at 10:25 a.m. on Jan. 3 on a bench warrant after an incident or investigation on Manor Road in Penacook.
Christopher Ransom, 62, of Concord was arrested at 6:10 a.m. on Jan. 3 on a driving after revocation or suspension charge and a traffic control device violation after an incident or investigation at the Storrs Street Garage at 75 Storrs St.

Kenneth M. Santana, born 1986, of Derry was arrested at 3:45 a.m. on Jan. 3 on a driving after revocation or suspension-subsequent charge and a display false inspection-registration sticker violation after an incident or investigation at 202 N. Main St.
Richard R. Fortier Jr., 35, of Downing Street in Concord was arrested at 10:22 p.m. on Dec. 20, 2023, on two receiving stolen property, two prior convictions, and two possession of controlled drug charges, all felonies, as well as a transport drugs in motor vehicle charge and unofficial inspection-registration decal and marijuana possession violations. Around 3:30 p.m. on Nov. 8, 2023, an officer saw a minivan without a front plate and a dealer plate for a back plate on North State Street. The officer ran the plate, followed the vehicle, and found the registration reported stolen on Aug. 21, 2023, owned by Banks Chevrolet, with a Sept. 9, 2023, expiration date. The vehicle was stopped on North State Street near Kimball Park. The driver gave a name, birthdate, and last four of his social, and the VIN reported the vehicle with “a status of ‘SOLD.’” A second officer told the first he thought he saw “a works kit” on the floor of the vehicle, the report said. After checking the name, the officer said the driver did not match the name given, the report said. When asked for an ID, the driver reportedly said he did not have one, and he was arrested for driving without a license and unregistered vehicle. During a search of the vehicle, “numerous articles of suspected drug paraphernalia” and a baggie of marijuana were found, a report said. An ID card was also found identifying the driver as Fortier. The vehicle, a Chevrolet Venture, was seized, and a search warrant was requested. Inside, a fraudulent inspection sticker, mail addressed to Fortier, blank checks owned by a woman from New Boston stolen from a property in Epsom a year before, marijuana, methamphetamine, crack cocaine, and Chichester police bail paperwork were all found in the vehicle, the affidavit stated. Fortier, according to a check, was previously convicted on felony receiving stolen property in December 2014 in Merrimack County Superior Court, making him a felon, and theft of services out of Keene District Court in July 2014. An arrest warrant was issued on Dec. 5, 2023, and he was arraigned in Merrimack County Superior Court on Jan. 11. He is due back in court for a dispositional conference hearing on March 18. Fortier has an active felony stolen property and driving after revocation or suspension out of Loudon from April 2023 as well as driving after revocation or suspension, false report, and six drug charges out of Deerfield from March 2023 working their way through superior courts.
Brendan Michael Manfrates, born 1996, of Concord was arrested at 9:30 p.m. on Dec. 20 on a warrant after an investigation or incident at The Post at 58 N. Main St.
Tyler Person, 26, of Warren was arrested at 7:18 p.m. on Dec. 20 on a criminal mischief charge after an investigation or incident on Branch Turnpike.
Jason N. Dunn, born 1979, of Concord was arrested at 5:22 p.m. on Dec. 20 on an operating with an expired license-subsequent charge as well as stop lamps and unregistered motor vehicle violations after an investigation or incident at Walmart at 344 Loudon Road.
Jackson Roger Eastman, 20, of Eastern Avenue in Concord was arrested at 4:27 p.m. on Dec. 20 on stalking, disorderly conduct, and three indecent exposure-gross lewdness charges after an incident or investigation at Target at 80 D’Amante Drive.
Jesse L. Cleasby, 38, of Concord was arrested at 3:29 p.m. on Dec. 20 on a bench warrant after an investigation or incident at Unfranchised Auto Care at 89 S. Main St.
Kyra Rose Rowell, born 2001, of Bradford received a summons at 12:15 p.m. on Dec. 20 on a disorderly conduct charge after an investigation or incident at Walmart at 344 Loudon Road.
Elie Nsengiyumva, born 2002, of Concord received a summons at 4:25 a.m. on Dec. 20 on an operating with an expired license-subsequent charge after an investigation or incident on Loudon Road.
