Homeless Concord Felon Indicted On 10 Drug Dealing, Possession Charges: Superior Court

Concord man indicted on indecent exposure charge; homeless felon indicted on robbery charges; MA man indicted on ID fraud, forgery charges.

CONCORD, NH — A Merrimack County grand jury indicted the following people recently.

Ryan Decato, 34, of Hawkins Pond Road in Center Harbor on possession of methamphetamine and possession of fentanyl charges, both felonies, on Nov. 16, 2023, in Hill.

Shane M. Donovan, 32, of East Bow Street in Franklin on a felony possession of fentanyl charge on Feb. 1, 2023, in Franklin.

Jackson Eastman, 21, of Eastern Avenue in Concord on a felony indecent exposure and lewdness charge. He was accused of exposing himself to a girl on Oct. 11, 2023, at the Spirit Halloween on Loudon Road in Concord.

Elijah Eugene, 27, of 80th Street in Ozone Park, New York, on conspiracy to commit theft by deception, conspiracy to commit credit card fraud, and accomplice to credit card fraud charges, all felonies. He agreed with Vinikay Branford and-or Tyler Davis to travel to CVS and-or Walgreen stores in Concord and use cellphones with fraudulent credit cards to purchase merchandise on Nov. 15, 2023, according to the indictment.

Jessica Evans, 38, of River Road in Plymouth on conspiracy: possession of controlled drugs and conspiracy: possession of controlled drugs-prohibited charges, both felonies. She agreed with Christopher Lyford to move backpacks with drugs in them from a Ford Focus to a Subaru Legacy, the Cumbies parking lot, on Feb. 20, 2023, in Concord, to avoid contact with police, according to the indictment. Evans was also accused of asking a gas station attendant to lie to police and say the car she parked was broken down, in an attempt to avoid contact with police.

Edwin Reyes-Alvarez, or a person purporting to be him, 51, of Fagwood Avenue in East Boston, Massachusetts, on identity fraud and forgery charges, both felonies. He was accused of attempting to obtain to a driver’s license and uttering a fraudulent license application on June 28, 2018, in Concord.

Steven D. Ridgeway, 49, of Main Street in Laconia on burglary and theft by unauthorized taking charges, both felonies. He was accused of burglarizing a Concord apartment and stealing items on Oct. 22, 2023.

Sherry Samuel, 49, of Beechstone in Portsmouth on theft by deception, Medicaid Fraud-false claims, and Medicaid Fraud-false records charges. She was accused of filing false reports and collecting expense reimbursements between Sept. 28, 2020, and Nov. 30, 2022, in Concord.

Justyn Shaw, 36, a homeless man now located in Concord, on attempted first-degree assault and three robbery charges, all felonies. He was accused of throwing a glass jar, a deadly weapon, at a Marshalls employee on Oct. 25, 2023, yelling, “Open the register or I will hurt you”and “Open the f------ register or I will hurt her” or words to that effect to another employee. Pamela E. Sprizza, 46, a homeless woman now located in Concord, on operate after being certified as a habitual offender, two bail jumping, two possession of a controlled drug with intent to sell-meth and fentanyl, two possession of controlled drug charges with intent to sell while on release-meth and fentanyl, four possession of controlled drug while on release-clonazepam, suboxone, meth, and fentanyl, and two possession of controlled drug-meth and fentanyl charges, all felonies. The charges stem from incidents in Bow on July 3, 2023, and July 5, and Sept. 21, 2023, in Concord. Sprizza is a felon due to a habitual offender conviction in Bow in 2023 and previously pleaded guilty to drug transport and child endangerment charges in 2013.
