Jacques L. Pantoja, 33, a homeless man now located in Concord, was arrested at 12:11 p.m. on Jan. 19 on stalking and violation of protective order charges. An officer was sent to Walmart at 344 Loudon Road to investigate a domestic violence order violation report. A woman accused Pantoja of having contact with her in the parking lot and inside the store in violation of the order. The woman showed the officer photos of the protective order, which they confirmed from December 2023. The woman said she exited the bus, walked through the parking lot, and Pantoja and another woman were nearby, an affidavit said. After making eye contact with Pantoja, she went into the store, and then the second woman motioned for Pantoja to enter, too, the officer wrote. The woman then went to the service desk to report the protective order violation and Pantoja “crossed paths” with her, the affidavit said. An employee assisting the victim reported to police that Pantoja was still in the store and riding an electric scooter, the report said. Other officers arrived to assist the first officer after they found Pantoja and began speaking to him. When asked, Pantoja denied knowing why the officer was speaking with him and denied violating the protective order when told about it, the report said. When asked if video was eyed if there would be a violation, he was accused of saying, No. Pantoja was with two other people. According to the report, one denied seeing the victim while the other, the second woman, said she had. The reporting officer checked video footage to see if there was an encounter between Pantoja and the victim. The officer wrote Pantoja went to the service counter around the corner where the victim was to get the electric scooter. While on the scooter, “I observed Jacques turn his head twice in (the victim’s) direction,” the officer wrote. Pantoja was questioned again and denied making eye contact with the victim, the report stated. After more questioning, he was arrested.
