Wobbly Early Morning Bicycle Ride Leads To Meth, Fentanyl Charges: Concord Police Log
Pembroke man arrested on assault charges at jewelry store; thief faces another theft charge; Boston rapper arrested on assault charges.

CONCORD, NH — Justin Gardner Martin, 36, a homeless man now located in Concord, was arrested at 3:20 a.m. on April 6, 2023, on a theft by unauthorized taking charge, a felony due to two prior convictions. Around 4:45 p.m. on Jan. 15, an officer took a report from a Walmart employee about a man stealing items from the store on Jan. 3, including a vacuum, air purifier, a mixer, a Shark Stick, cat litter, and other items totaling around $900. The officer matched the video to a photo of Martin from prior incidents, the report said. The officer circulated the picture within the department and a dispatcher confirmed it was Martin since they went to school together, the affidavit stated. The officer noted in the warrant Martin had been convicted on theft charges in Hillsborough County Superior Court North and Merrimack County Superior Court in May 2022.
Melissa C. Bable, 44, of Manchester was arrested at 9:48 p.m. on April 3 on a receiving stolen property-less than $1,00 charge after an incident on South Main Street.
Dorinst Cesar, born 2003, of Boston, Massachusetts, was arrested at 7:56 a.m. on April 1 on simple assault, domestic violence-simple assault, disobeying an officer, and operating without a valid license charges after an incident on Sullivan Street. According to reports online, the aspiring rapper was arrested previously in Boston on in June 2022 on an assault with a dangerous weapon charge.

Brittany C. Webster, born 1990, of Concord was arrested at 12:17 p.m. on March 30 on a bench warrant after an incident at the Concord Homeless Resource Center on North Main Street.
Shannon Marie Utter, 44, a homeless woman now located in Concord, was arrested on four bench warrants at 3:45 a.m. on March 24 as well as two felony possession of controlled drug charges. An officer patrolling Manchester Street saw a woman riding a bicycle who “swerved” into the lane and almost fell over as they were driving by. The rider was also not wearing any reflective gear. The officer turned around and made contact with the rider, who was “immediately identified” as Utter due to “prior police contacts.” A check found four active warrants out of Merrimack County Superior Court, that were confirmed, and she was arrested. Before the officer could do a safety search of a backpack she had, Utter “stated multiple times” that it was not hers even though the phone and chargers inside the bag were, an affidavit said. The officer said there were two plastic baggies of an off-white tan colored powder found inside a candy pouch believed to be fentanyl, according to the affidavit. During processing, another small plastic bag was found, believed to be methamphetamine, the report said.

Ed G. Chase, born 1988, of Concord received a summons at 3:54 a.m. on March 22 on a driving after revocation or suspension charge after an incident on Manchester Street.
Kenneth John Lewis, 28, of Pembroke was arrested at 3:23 p.m. on March 20 on simple assault, domestic violence-simple assault, and disorderly conduct charges. He was arrested after an incident at Kay Jewelers on Loudon Road.
Douglas A. Hudon, 35, of Concord was arrested at 12:20 p.m. on March 7 on a felony sex offender registration; negligent failure to comply charge. He was arrested at police headquarters. Hudon was previously convicted on robbery, burglary, and child endangerment in New Hampshire.
