Ronaldo L. Towers, 37, a homeless man now located in Concord, was arrested at 5:05 p.m. on Aug. 1 on a felony sex offender registry; knowingly, failure to comply charge. Concord police received an email from a state police employee who works on the sex offender registry list to check on Towers and see if he still lived at the Kennedy Apartments on Thompson Street, which is what he listed on his paperwork, an affidavit said. A trooper on July 23 went to the apartment, and the woman who lived there said she did not know who Towers was, according to a report. A Concord detective checked his registration and found Towers had filed paperwork on May 27 saying he lived there. He is required to file a change of address with police due to a felonious sexual assault conviction in 2007. Towers was also convicted in 2008 and 2020 on a felony duty to inform charges. The detective spoke to the Concord Housing Authority, which had no record of him living on Thompson Street, an affidavit said. Later, the detective was able to get in touch with Towers, who admitted to only staying at the address “a couple of times,” an affidavit said. Towers said he was “too embarrassed” to list “homeless” as his address on the registration, the report said. The detective filed an arrest warrant against Towers on July 25, and he was arrested later.
