Omar Hutchinson, 29, a homeless man now located in Concord, was arrested at 12:19 a.m. on Sept. 23 on stalking-domestic violence, breach of bail, and criminal trespass charges. Police were sent to the Speedway on Hall Street on Aug. 23 for a report of a homeless woman accusing Hutchinson of stealing her cellphone as well as other items. The woman said she was just at the Best Western on Hall Street and was now heading to her campsite and while in between, Hutchinson began “following her” and then, “ripped her phone out of her hands,” according to an affidavit. She feared Hutchinson would factory reset her phone. Police searched the area for Hutchinson — including under the Interstate 393 bridge, where he had been previously seen, and ran into another man, who denied seeing him. Later, another officer found Hutchinson under the bridge and the reporting officer went to speak with him. Hutchinson, at first, denied being around the woman, the report stated, but later, “changed his story,” and admitted he was near the gas station, yelling at the woman when she accused him of being in possession of her belongings. Hutchinson said another man had the phone and told the woman to “got get it” herself, the report said. While speaking with him, the officer accused him of being in possession of her phone, the affidavit said. When asked about the phone, Hutchinson said it would not turn on and that he was factory resetting it. The officer later checked and found he was out on bail and had a no-contact order with the woman and a warrant was issued for his arrest. In a second warrant, issued on Sept. 13, officers were sent to the Holiday Inn on North Main Street for a report of a suspicious person. Guests at the hotel claimed there was a man with a bandana was knocking on the doors of rooms on the fourth floor. Before arriving, the reporting officer saw Hutchinson on Storrs Street outside of the hotel. Previously, she wrote, he was trespassed from the property and she double-checked the order. Hutchinson matched the description of the man knocking on the room doors including wearing the bandana, the report said. He denied being in the hotel but later, said a friend was staying on the fourth floor but he could not find her room, the affidavit said. The officer examined the security video and accused Hutchinson of entering the hotel in violation of the trespass order.
