Plate Check Leads To Felony Drug Charges Against Epsom Man: Concord Police Log
RI man arrested for speeding on Manchester Street; assault, theft at Storrs Street Market Basket; women arrested on drunken driving charges.

Lemay, born 1982, of Epsom was arrested at 9:57 p.m. on Feb. 22 on driving while intoxicated-second offense, speeding, and conduct after an accident charges as well as a stop signs; yield violation after an incident on Commercial Street. Christopher Ryan Anthony, born 1987, of West Warwick, Rhode Island, was arrested at 2:27 a.m. on Feb. 18 on speeding-11 to 15 mph over the limit of 55 or less and license required charges after an incident on Manchester Street.
Mark T. Carroll, 44, of Lantern Lane in Epsom was arrested at 12:35 a.m. on Feb. 11 on two possession of controlled drug charges as well as falsifying physical evidence, all felonies, as well as unregistered vehicle, motor vehicle not equipped with alcohol interlock device, misuse or plates, and transport drugs in a motor vehicle charges. Just before midnight, an officer on Hall Street ran the plates on a 2002 Volkswagen and found the registration belonged to a 2011 Dodge Nitro. The VW pulled into the CVS parking lot. The officer, knowing the CVS was closed, went over to investigate. As the officer pulled up, the driver exited the vehicle and walked toward the cruiser. The officer ordered the driver to stand by the bumper of the sedan. The driver, later identified as Carroll, “was extremely nervous and fidgety as he rambled about issues he was having with the car,” an affidavit stated. He was accused of admitting the plates did not belong on the VW, that he had a suspended license, and should have had an interlock device on the car. Dispatch informed the officer the Volkswagen’s registration expired in December 2022, a report said. Carroll was placed under arrest and while moving to cuff him, he reached into his back pocket and tossed a pipe out, an affidavit said. He was ordered to stop and was secured and placed into the cruiser. The pipe, the officer wrote, appeared to have a “whitish residue inside” consistent with methamphetamine. Carroll was required to have an interlock device on all vehicles he drove in July 2022 and was out on bail after a previous arrest in January, a report said. During an inventory search, an affidavit said the vehicle had meth, 10 buprenorphine strips, and a digital scale. Carroll, the report claimed, said he had a script for the strips but was not in possession of it at the time of the arrest.

John Joshua Jellue, 26, of Concord was arrested at 1:26 p.m. on Feb. 10 on simple assault, theft by unauthorized taking-less than $1,000, disorderly conduct, criminal trespass, and resisting arrest or detention. He was arrested after an incident at the Storrs Street Market Basket.
Dylan Harrington Peterson, 29, of Baldwinville, Massachusetts, was arrested at 5:12 p.m. on Feb. 9 on a criminal trespass charge after an incident at Market Basket on Storrs Street.

Nicole Anne Callahan, born 1979, of Concord was arrested at 9:55 p.m. on Feb. 6 on a driving while intoxicated charge and an open container violation. She was arrested after an incident at Dunkin’ Donuts on South Main Street.
Lauren Katherine Lucier, born 1998, of Concord was arrested at 7:34 p.m. on Feb. 6 on a driving while intoxicated charge and a front lights fail-turn on lights when required violation. She was arrested after an incident on Manor Road.
Wayne Joseph Chagnon, born 1978, of Concord was arrested on a warrant at 7:12 p.m. on Feb. 6.
Jeremy L. Semprebon, 54, of Concord was arrested at 9:24 p.m. on Feb. 2 on two felony sex offender registration; knowing failure to comply charges after an incident at police headquarters.
Benjamin B. Berry, born 1994, of Concord was arrested on a warrant at 8:10 a.m. on Jan. 29 as well as a felony drug possession charge after an incident at the Friendly Kitchen on South Commercial Street.
Nicole Marie Foley, born 2000, of Concord was arrested at 7:30 a.m. on Jan. 2 on two felony controlled drug: acts prohibited charges, both felonies. She was arrested after an incident on North Main Street.
Christopher E. Rodriguez, born 1998, of Concord was arrested at 7:50 a.m. on Jan. 2 on two felony controlled drug: acts prohibited charges, both felonies. He was arrested after an incident on North Main Street.
