Austin C. Shelton, 27, a homeless man now located in Concord, was arrested at 12:53 a.m. on Sept. 10 on a felony possession of a controlled drug charge. While patrolling the Storrs Street area, an officer saw a bicycle along the railroad tracks and feet sticking out from some bushes. The officer approached the area and found a man sleeping or suffering a medical emergency. The officer said there was a butane torch, metal straw, and a clear plastic bag on the man’s stomach. Inside the bag was an off-white, tan powder, believed to be fentanyl or heroin. The officer pointed his flashlight toward the man’s face and recognized him as Shelton “from prior police contacts,” the officer wrote in an affidavit. A check on Shelton revealed a warrant on a felony theft charge after an incident at Walmart in mid-August, and he was arrested. During a search of his backpack, police accused him of having a small clump of an off-white, tan powder believed to be fentanyl or heroin. Shelton was arraigned in superior court on Sept. 12.
