John Joshua Jellue, 26, of Jennings Drive in Concord was arrested at 8:15 p.m. on Jan. 11 on a felony possession of a controlled drug charge. Around 11:15 p.m. on Sept. 3, 2022, officers were sent to Jennings Drive for a report of an intoxicated man bleeding from the head. When they arrived, the reporting officer found the man, Jellue, who they recognized from “previous police-related interactions, slumped over” against the wall of one of the apartments. Jellue was alive, but his breathing was “shallow and labored, and he was not conscious,” the report said. Concord fire and rescue teams were requested and tended to Jellue. During the interaction, a second officer spotted “a bulge” in one of his socks with a blue straw sticking out of the top of the sock, an affidavit said. The second officer pulled the sock slightly and accused Jellue of possessing pieces of tin foil with a tan clump of a substance believed to be fentanyl. Jellue was taken to Concord Hospital, and while there, a nurse told the reporting officer they found an additional small bulge in another sock which contained a piece of tin foil, the report stated. An inventory was taken with police finding three pieces of tin foil, one with heroin-fentanyl, two with burn marks, and a straw. The drug was sent to the lab for testing, and on Dec. 14, 2022, it came back as positive as fentanyl, an affidavit said.
