Concord Man Indicted On Gun Threat, Other Charges: Superior Court Roundup

Gilford man, Manchester woman indicted on reckless conduct charges after crashes; meth, fentanyl indictments; new prison drug indictment.

CONCORD, NH — The following people were indicted recently in Merrimack County Superior Court.

Chelsea A. O’Connell, 35, of East Main Street in Northfield on a felony possession of methamphetamine charge on Aug. 26, 2022, in Concord.

Michael O’Rourke, 44, of Glidden Road in Gilford on a felony reckless conduct charge. He was accused of driving a Ford Raptor pickup truck in a dangerous manner, into the breakdown lane, and crashing into another vehicle on Route 106 in Loudon on July 25, 2022.

Rebecca L. Panyanouvong, 36, of Cartier Street in Manchester on a felony reckless conduct charge. She was accused of using a vehicle as a deadly weapon when she struck another person and caused bodily injury on July 28, 2022, in Hooksett. Jameson S. Parker, 36, of Washington Court in Concord on a felony penalty; registration of criminal offenders charge. Between June 14 and Nov. 19, 2021, was accused of not notifying the Concord police of his employment status.

Laura Parrott, 47, of Avery Street in Laconia on a felony possession of fentanyl charge on July 10, 2022, in Bow.

Angeline M. Pelky, 34, a homeless woman now located in Franklin, on a felony possession of a controlled drug, fluorofentanyl and fentanyl mix, charge on May 3, 2022, in Franklin.

Joshua Peno, 31, of Nottingham, incarcerated at the time of the indictment, on a felony conspiracy to commit delivery of articles to prisoners charge. He was accused of working in concert with Saturn Alleyne, Jorge Alvarado, Wendy Sturtevant, Michael Meucci, and others unknown or unindicted to bring buprenorphine into the New Hampshire State Prison for Men in Concord between July 11 and July 14, 2021.

Vincent P. Perry, 22, of Summer Street in Penacook on criminal threatening, domestic violence, and reckless conduct-deadly weapon-domestic violence charges, all felonies. He was accused of pointing a gun at an intimate partner during an argument and threatening to shoot them saying, “whoever you are talking to is going to get a bullet in their head,” or words to that effect on July 29, 2022, in Concord. Alan Peterson, 34, of Franklin on receiving stolen property and operating while deemed a habitual offender charges, both felonies. He was accused of retaining a stolen 2005 Honda CMX 250 and riding it on Lancaster Street in Franklin on Oct. 1, 2022, after the NH DMV had deemed him a habitual offender.

John F. Pickering, 47, of Epsom, incarcerated at the time of the indictment, on a felony operating while deemed a habitual offender charge. He was accused of driving on Hall Street in Concord on May 21, 2022, while deemed a habitual offender by the NH DMV.
