Penacook Man, With Priors, Charged With Indecent Exposure And Lewdness: Concord Police Log

CONCORD, NH — Jay M. Pease, 35, a homeless man now located in Concord, was arrested at 6:29 p.m. on Aug. 2, 2023, on a felony operating after being deemed a habitual offender charge and a warrant. An officer on Stickney Avenue saw a dark-colored sedan pull into a parking lot. Previously, officers have been patrolling the area due to criminal issues like drugs and thefts. The officer ran the plate of the vehicle and found it came back to a family member of Pease. The driver appeared to match his booking photo but was no longer in the car after it was parked. Another officer familiar with Pease arrived, confirmed it was him, and that he was a habitual offender. Pease was accused of running from the officers and was ordered to stop. When he did, he was arrested, the report said. According to the affidavit, twice before, he had been convicted on felony counts of habitual offender in Merrimack County on Feb. 14 and Belknap County on June 3.

David T. Swett, born 1964, of Concord was arrested at 2:52 p.m. on Aug. 2 on stalking and violation of a protective order charges. He was arrested after an incident at The Crust and Crumb on North Main Street.

Shane Michael Vannest, born 1989, of Basin Street in Concord was arrested at 1:35 p.m. on Aug. 2 on reckless conduct-deadly weapon, two counts of felon in possession of a deadly weapon, possession of a controlled drug-sale, five possession of a controlled drug counts, handguns-changing marks, and breach of bail charges. He was arrested after an incident on Basin Street. Jonathan Taylor Gagne, 23, of Concord was arrested at 9:40 a.m. on Aug. 2 on a theft by unauthorized taking-less than $1,000 charge after an incident at Speedway at 175 N. Main St.

Heather Marie Lytle, 41, of David Drive in Center Barnstead was arrested at 1:11 a.m. on July 17 on felony operating after being certified as a habitual offender, suspension of vehicle registration, and alcohol ignition-interlock circumvention charges as well as a failure to use turn signal violation. An officer on Loudon Road noticed a Toyota 4Runner with a New Hampshire registration that changed lanes twice in 100 feet which looked like a maneuvered lane change. A check of the registration came back suspended and the driver, Lytle, a habitual offender. There was also a bench warrant out of Laconia District Court and a breach of bail warrant out of Gilford. The officer checked a photo for Lytle and she had a “similar physical description” as the driver, a report said. The officer pulled the vehicle over and asked for the driver’s license and registration, but she said she did not have her license, the report said. “I asked if she was not allowed to drive or left it at home,” the officer wrote. “Heather was honest with me and stated that she did not have a driver’s license issued to her currently.” Another officer arrived and after confirming her identity, she was arrested, and the vehicle plates were seized to be turned into the NH DMV. During questions, Lytle was asked about a required ignition interlock device. She was accused of saying she did not need one and her lawyer had taken care of that a while ago. The NH DMV, however, still had an active requirement at the time of her arrest, so that charge was added, too, the officer wrote.

Jennifer Marie Karl, 41, a homeless man now located in Concord, was arrested at 6:39 p.m. on July 15 on a theft by unauthorized taking charge, a felony due to two prior convictions. An officer was requested to Walmart on Loudon Road for a shoplifting in custody. An employee accused Karl of concealing numerous items in a Love & Sports duffle bag that belong to the store and then leaving without paying for them. The items included shirts, bras, shorts, shoes, and other items valued at more than $179. An affidavit said that the officer eyed video footage of the thefts all around the store for more than an hour. After asking about the price of an item, she was seen leaving the store without paying for anything, the report said. Karl had two prior theft convictions, from April 2018 in Merrimack County Superior Court and May 2009 in Manchester District Court, so the charge was elevated to a felony.

Brian Thomas Bilodeau, 63, a homeless man now located in Concord, was arrested at 2:54 p.m. on July 5 on a felony sex offender registration; fail to comply-knowingly-subsequent charge. A detective conducting a sex offender registration audit found that Bilodeau’s registration was expired and he had not re-registered, according to an affidavit. He was a sex offender due to an aggravated felonious sexual assault conviction in August 1991. Bilodeau had been previously convicted of duty to report in May 2003, July 2008, February 2009, September 2015, December 2019, November 2021, and October 2022. The detective attempted to reach Bilodeau but could not. A warrant was then issued for his arrest.
