Webster Man Arrested On Second DUI, Crash, Speeding Charges: Concord Police Log

CONCORD, NH — Christopher C. Westerman, born 1969, of Webster was arrested at 10:57 a.m. on Sept. 9, 2023, on driving under the influence-second offense, speeding, and conduct after an accident charges as well as an improper backing-interstate violation after an incident at the McDonald’s Restaurant at 111 Fisherville Road.

Jessica Rae Lord, born 1981, of Concord was arrested at 7:40 p.m. on Sept. 8 on an endangering the welfare of a child charge as well as an improper person operating vehicle violation after an incident at 557 N. State St.

Evan Bailey, born 2002, was arrested at 9:45 p.m. on Sept. 7 on riot, reckless conduct, and second-degree assault charges, all felonies, as well as a disorderly conduct charge after a fight on Depot Street. Dylan T. Labranche, born 1997, of Concord was arrested at 12:51 p.m. on Sept. 7 on three criminal mischief charges after an incident on Judith Drive.

Valerie Dyan Reinhart, born 1984, of Concord was cited at 3:07 p.m. on Sept. 6 on a theft by unauthorized taking-less than $1,000 charge after an incident at Walmart at 344 Loudon Road.

Shawn W. Somers, born 1988, of Lincoln was arrested on three bench warrants at 9:54 p.m. on Sept. 2 after an incident at 281 N. State St.

Daniel K. Higgins, born 1990, of Loudon was arrested at 8:49 p.m. on Aug. 31 on a warrant after an incident at 136 Loudon Road.

Brett Thomas Reno, 29, of Manchester was arrested at 7:54 p.m. on Aug. 30 on criminal threatening and disorderly conduct charges. He was arrested after an incident at the Capital Commons Garage at 75 Storrs St.

Christopher A. Winston, born 1972, of Concord was arrested at 11:10 a.m. on Aug. 28 on a criminal threatening charge. He was arrested after an incident at the McKenna House at 100 S. Fruit St.

Frederick M. Cote, born 1989, of Manchester was arrested at 1:56 a.m. on Aug. 22 on conduct after an accident and criminal mischief charges as well as an unsafe lane violation. He was arrested after an incident at 240 Loudon Road.

Michael Leo Lyon, born 1991, of Nashua was arrested at 5:27 a.m. on Aug. 21 on a theft by unauthorized taking-less than $1,000 charge after an incident at the New Hampshire state Liquor and Wine Outlet at 80 Storrs St.

Samuel P. Vachon, 31, of Memorial Street in Franklin was arrested at 5:50 p.m. on Aug. 10 on a theft by unauthorized taking-$1,001 to $1,500 charge. Around 1:30 p.m. on June 13, an officer was sent to Lowe’s for a prior theft in mid-May. The man was recognized when he came back into the store and stole more tools and then, drove away in a black Toyota Tacoma with no plates, a loss prevention associate said. Another store employee completed a report and described the man. The employee accused the man of stealing about $1,026 in items — a DeWalt 7 piece combo kit, a DeWalt charger, a leaf blower, and a Kobalt batter with a charger that was a display model. The employee accused the man of using an ax to cut the straps from the display model. The officer eyed the footage and information was submitted to the Concord Regional Crimeline. Numerous tips came in saying the suspect was Vachon, an affidavit said. One tipster even submitted a photo “showing Samuel wearing the same boots he was wearing in the footage from my theft,” the report said. Another tipster noted Tilton police arrested Vachon after an incident at the Ralph Lauren outlet store, the report added. Several tipsters “seemed to know Samuel personally,” the officer wrote. After viewing “numerous booking photos” of Vachon, confirming he was the man in the footage from Lowes, a warrant was issued for his arrest. Vachon, according to a state police affidavit, was arrested on Aug. 10 on drug and other charges after a stop in a work van on Interstate 93 north and was accused of giving a fake address to elude “several warrants” against him.

Paul Robert Ryan, 48, of Epping was arrested at 9:09 p.m. on Aug. 9 on a felony operating after certification as habitual offender charge after an incident on Loudon Road.
