Missing inspection sticker leads to meth charge; man arrested for revoked bail on stolen property guilty plea; stalking, breach in Penacook.

CONCORD, NH — Danielle Ranee Donisi, 42, of Concord was arrested at 6:43 p.m. on Sept. 26, 2023, on two warrants after an incident on Manchester Street. She failed to appear in Merrimack County Superior Court on Sept. 18 at status conference hearings on acts prohibited charges out of Concord from May 2022 and December 2022.

Jonathan Taylor Gagne, 23, a homeless man now located in Concord, was arrested at 10:17 a.m. on Sept. 26 on a bench warrant after an incident at the Friendly Kitchen at 2 S. Commercial St.

Kelly Jean Dumont, 45, of Concord was arrested at 2:58 a.m. on Sept. 26 on simple assault and resisting arrest charges as well as a pedestrian in the roadway violation after an incident on Hall Street.

Chad Cyr, 40, of Manchester was cited at 11:12 p.m. on Sept. 25 on a bench warrant after an incident at the Shell gas station at 24 Loudon Road on Gully Hill.

Daniel P. McCarthy, 37, of Rindge received a summons at 10:25 p.m. on Sept. 25 on a warrant after an incident at the Shell gas station at 24 Loudon Road on Gully Hill.

Malena L. Dasilva, born 1983, of Ashland, Massachusetts, received a summons at 8:04 p.m. on Sept. 25 on a bench warrant after an incident at the Interstate 93 southbound Exit 14 offramp.

Christopher M. Cooper, 25, of Concord was arrested at 4:50 p.m. on Sept. 25 on a warrant after an incident at the Interstate 93 southbound Exit 14 offramp. His bail was revoked on Sept. 15 after pleading guilty to a receiving stolen property charge in December 2022 out of Concord. Cooper is due back in Merrimack County Superior Court on Oct. 23 for a probation violation hearing.

Jason Fencik, born 1981, of Concord was arrested at 3:20 p.m. on Sept. 25 on a criminal mischief charge. He was arrested after an incident at Concord Car Care at 236 N. Main St.

Abibu Bashiru, born 1991, of Concord was arrested at 12:34 p.m. on Sept. 25 on a criminal threatening charge after an incident on Old Suncook Road.

Kara-Jo L. O’Connor, born 1987, of Concord was cited at 5:45 p.m. on Sept. 17 on a theft by unauthorized taking-less than $1,000 charge after an incident on Walmart at 344 Loudon Road.

Shaun McCall, born 1980, of Concord was cited at 5:29 p.m. on Sept. 17 on a generic city ordinance violation after an incident at Cumberland Farms on North Main Street.

Tyler J. Kraytenberg, born 1991, of Strafford was arrested at 1:58 p.m. on Sept. 17 on stalking and breach of bail charges. He was arrested after an incident at Rosemary’s Way at 95 Village St. in Penacook.

Barbara Sefton, 67, of Morgan Road in Plymouth was arrested on a felony count of drug possession as well as transport drugs in a motor vehicle charge and an uninspected vehicle violation at 7:42 a.m. on Sept. 5. An officer driving north on Hall Street when they saw a Chrysler 300 with appeared to be scratched off inspection sticker. The officer attempted to stop the car but wrote it did not stop and, instead, slowed for more than 100 yards, with “people moving rapidly in furtive movements in the car,” before eventually stopping near Reeds Park. A passenger was identified and told the officer he was on his way to the methadone clinic and requested to leave. After checking him, “I sent him on his way,” the officer wrote. Other officers arrived and the first confirmed the Chrysler did not have an inspection sticker and was not inspected, a report said. An affidavit said a second officer stayed with the driver, Sefton, and later told the first officer there was a needle beside the driver’s seat. A backpack was in front of the driver’s seat and there appeared to be “residue” on “evidence tape” in “multiple locations around the car,” consistent with a vehicle previously “seized by police,” the affidavit said. Sefton was requested to allow the backpack and car to be searched and she agreed but did not want the vehicle towed, the report said. The officer reported finding three needles with yellowish-tinted liquid inside the bag, a broken pipe, a marijuana pipe, burnt tin foil, and an old spoon, an item used to “cook” drugs, the affidavit said. Sefton was asked about the backpack, said it was not hers, but she was using it and was told the needles were filled with “water of methamphetamine,” the affidavit stated. She said she found the needles “from a homeless area with people laying on the ground,” the report said, but denied using them. Sefton was arrested. A field test was performed on the broken pipe and it tested positive, the officer wrote.
