Dover Woman Faces Stalking, Theft, Breach, Stolen Property Charges: Concord Police Log

Epsom man accused of violating a restraining order; man arrested on drunken driving charge; Bradford man faces trespass, conduct charges.

CONCORD, NH — Paulette R. Hamel, born 1971, of Epsom was arrested at 9:45 p.m. on Feb. 16, 2023, on stalking and violation of a restraining order charges. She was arrested after an incident on Alton Woods Drive.

Frank Joseph Merrill, 60, of Concord was cited at 5 p.m. on Feb. 16 on a theft by unauthorized taking, less than $1,000, charge after an incident on Loudon Road.

Colby A. Spofford, 30, of Concord was arrested at 3:56 a.m. on Feb. 16 on stalking and violation of a protective order charges. He was arrested after an incident on Abbott Road.

Allison N. Jivery, 23, of Dover was arrested at 3 a.m. on Feb. 16 on a theft by unauthorized taking, less than $1,000, charge after an incident on Pleasant Street as well as stalking, breach of bail, and two receiving stolen property, less than $1,000, charges after an incident at The Works on North Main Street.

Craig S. Montgomery, born 1963, of Concord was arrested at 12:15 a.m. on Feb. 4, 2023, on a driving under the influence charge after an incident on Rumford Street.

Joshua S. Colby, born 1997, of Concord was arrested at 3:01 p.m. on Feb. 1 on a conduct after an accident charge and a driving on a sidewalk violation after an incident on Fisherville Road.

Nathaniel P. Byfield, born 1987, of Bradford was arrested at 1:59 p.m. on Feb. 1 on criminal trespass, disorderly conduct, and two simple assault charges after an incident at The Barley House on North Main Street.

Robert John Atwood, 39, of Concord was arrested at 9:52 a.m. on Jan. 30 on criminal trespass and breach of bail charges. He was arrested after an incident on Pillsbury Street.

Karma Lama Tasi, born 1982, of Concord was arrested at 10:09 p.m. on Jan. 29 on driving under the influence and driving under the influence-adult more than 0.08, minor more than 0.02 charges and an unsafe lane change violation after an incident on Christian Avenue.

Jonathan Ruharuka, 20, of Concord was arrested at 7:58 p.m. on Jan. 16 on resisting arrest or detention and unlawful possession-intoxication charges as well as a possess-use of tobacco product by a minor violation after an incident on Loudon Road.

Melissa R. Gosselin, 40, of Laconia Road in Tilton was arrested on a warrant at 3:45 p.m. on Jan. 14 as well as two felony possession of a controlled drug-subsequent charges. Officers were sent to the parking lot at Target on D’Amante Drive to check on a woman who appeared slumped over inside a vehicle. When the first officer arrived, they reported the woman, Gosselin, as “conscious and alert,” but she also had an active warrant dispatch was checking, an affidavit said. The warrant was confirmed and involved a drug possession charge by Belmont police. The report said the officer said she was taking a nap while her boyfriend was shopping. The officer accused Gosselin of becoming nervous and “looking around the car rapidly” and “moving things around,” a report stated. The officer requested her to stop and then accused her of concealing something inside her pocket. The officer asked for the item and was given a small circular pouch, an affidavit said. When asked what it was, “she stated she had ‘meth,’” the report said. The report said the officer eyed the item and said it appeared to be crystal meth. In another clear plastic baggie, a white powdery substance with a brown tint believed to be fentanyl or heroin, the affidavit said. She was then arrested. Previously, according to the affidavit, Gosselin was convicted on a drug sales charge out of Belknap County Superior Court in April 2019.

Kayla Marie Lonergan, 27, of Dover Road in Chichester was arrested at 5:30 a.m. on Jan. 7 on a felony operating after being certified as a habitual offender, negligent driving, and disobeying an officer charges. An officer parked on Hall Street, monitoring traffic, saw a Nissan Frontier drive by with ice on the roof of the vehicle. They followed the vehicle onto Water Street while running a check on it. Later, the Nissan was pulled over. The officer spoke to the driver, who gave them the name “Emily” and another last name and wrote down her birthdate — but she did not know the last four digits of his Social Security number, according to a report. But when the officer checked the information, an affidavit stated the operator was not the woman she claimed to be “due to glaring differences” between her and the photo of the woman she said she was. The officer showed the woman the picture of the name she gave and asked her who it was and she said she did not know, the report said. The officer countered that it was the name she gave, the affidavit said, and then placed her under arrest for disobeying an officer. Later, when asked for her real name, she said Lonergan, which was confirmed by a New Hampshire ID card, a report said. The report said a check of her records found she was certified as a habitual offender in October 2015 and was found guilty of a previous habitual offender felony charge in September 2018. According to superior court records, on Jan. 1, Lonergan was stopped by a New Hampshire State Police trooper on Interstate 93 south in Hooksett in a rental car. Still, no rental agreement or documentation was found. After seeing a butane kitchen torch on the floor of the rear seat, a consent search was requested, the trooper said. Nine packages of drugs were found, according to an affidavit. Lonergan was arrested and charged with felony drug possession and habitual offender charges as well as disobeying an officer and a solid line violation.
