Northfield man arrested on criminal trespass charge; convicted thief faces another charge; Concord man faces breach, intoxication charges.

CONCORD, NH — Stefanie M. Rossi, born 1985, of Penacook was arrested at 9 p.m. on Dec. 13, 2022, on a driving after revocation or suspension-subsequent charge. She was arrested after an incident on Village Street in Penacook.
Jonathon Michael Aparicio, born 1990, of Concord was arrested at 7:38 p.m. on Dec. 13 on an operating without a valid license charge after an incident on North Main Street.
Dewayne A. Turner, born 1983, of Penacook was arrested on a bench warrant at 7 p.m. on Dec. 13 after an incident in the area of Fisherville Road.

Rachelle L. Smith, 33, of Boscawen was arrested on a bench warrant at 10:28 a.m. on Dec. 13 after an incident on Fisherville Road.
Kenzie Taylor Bourgeois, born 2000, of Northfield was arrested at 2:01 a.m. on Dec. 13 on a criminal trespass charge after an incident at Concord Hospital on Pleasant Street.

Jonathan Ruharuka, 20, of Concord was arrested at 11:39 a.m. on Dec. 11 on breach of bail and unlawful possession-intoxication charges as well as a possession-use of a tobacco product by a minor violation. He was arrested after an incident on Loudon Road.
Jesus Guifarro, 41, of Concord was cited at 9:30 p.m. on Dec. 11 on an operating without a valid license charge after an incident on Loudon Road.
Joseph Galen Barlow, 57, of North Main Street in Concord, was arrested at 6:43 a.m. on Dec. 8 on a warrant as well as a felony sex offender registration; fail to comply/knowingly-subsequent charge. On Dec. 6, a detective was conducting an audit of the department’s sex offender computer database and found that Barlow’s had appeared to have expired. He was required to register quarterly in August, November, March, and May, due to an aggravated felonious sexual assault conviction from March 2016. Previously, he had been convicted of duty to report charges in March 2016 and July 2011. Barlow’s most recent filing was Nov. 10. The detective noted police had contacted him five times on Nov. 27 and Nov. 28 for reports he was hallucinating, the affidavit stated. The detective wrote that it appeared Barlow was now actively living in Concord but failed to report that to the police after Nov. 23.
Alexander Roy Mahan, 29, a homeless man now located in Concord, was arrested at 1 p.m. on Dec. 1 on two felony controlled drug charges. On Oct. 25, officers were on a foot patrol of the homeless camp behind the Everett Arena when they saw Mahan in a hammock. One officer ran a check on him, and dispatch said he had an active parole warrant out of Merrimack County Superior Court — for failing to appear at a status conference on a violation of probation accusation after being convicted on drug charges and two previous probation violations. Mahan, the officer wrote, had a blanket over him and was asked to remove it, which he did, the affidavit said. When he did this, the officer accused him of possessing a works kit of drugs and drug paraphernalia. Mahan was arrested, and sheriff’s deputies picked him up to take him to the county jail. Inside the kit was a bag of heroin-fentanyl and 40 strips of Nalaxone-buprenorphine, the affidavit said. A warrant was issued against him on Oct. 27.
Tamara Ann Ipock, 40, a homeless woman now located in Concord, was arrested at 10:24 p.m. on Nov. 17 on a felony theft by unauthorized charge. An officer was sent to Hannaford on Fort Eddy Road for a theft report. An employee accused a woman, later identified as Ipock, of stealing batteries and other items, an affidavit stated. The report said the store employee was following her out when officers arrived. The employee requested she return items she had stolen, and she agreed, the report said. More than $77 worth of items were found inside the bag, including AA and AAA battery packs, hand sanitizer, socks, two tap lights, and spoons. The officer eyed video surveillance and confirmed Ipock was walking around the store, placing items in a large purse, and then walking out without paying for them, the affidavit said. Ipock was arrested and released on bail. A records check found a receiving stolen property conviction in Laconia in August 2016, a theft by deception conviction in Concord in January 2017, a willful concealment conviction out of Tilton from March 2019, and a felony theft conviction out of Concord from February 2021.
