Steven Joseph Hamel Jr., 37, a homeless man now located in Concord, was arrested at 2:50 a.m. on July 12, 2024, on felony drug possession-crack cocaine, transport drugs in a motor vehicle, and driving after revocation or suspension and a yellow-solid line violation. Also charged was Alexander Pierre, 23, of an unknown address on an electronic bench warrant, and Rachelle Smith, 34, on a warrant and a possession of a controlled drug charge connected to an investigation or incident at the New Hampshire State Prison for Men on North State Street. An officer pulling out of the parking lot of Dunkin’ Donuts at 121 S. Main St. saw an Acura RDX and began to follow the vehicle. The officer accused the driver, Hamel, “at the last second,” crossed over a solid white line into the righthand lane to turn onto Storrs Street. The vehicle then quickly turned into the parking lot near Theatre Street and the officer went to speak with Hamel. They accused Hamel of being “extremely nervous” and “sweating profusely,” while his hands were “shaking uncontrollably.” Three others were in the vehicle. Hamel, the officer wrote, had a suspended license from May 4 for failure to pay a court fine after a previous default finding of guilty in Concord District Court on Jan. 19. The driving violation occurred in December 2023. The officer asked Hamel to step out and stand by the bumper, but he seemed to have increased nervous behavior, the officer wrote. When asked if he possessed drugs, Hamel “quickly admitted he had ‘something on him,’” an affidavit stated, which turned out to be a small clear plastic pill baggie with crack cocaine inside. A field test at police headquarters confirmed it was cocaine, the report said. Hamel also pointed out a pipe he used to smoke the crack, which was in his pocket, the affidavit said. Hamel told the officer he was arrested on July 11 on a bench warrant on an original charge of operating after suspension. Pierre and Smith, who were passengers in the Acura, were charged due to active warrants. Another man was released from the scene.
