Wobbly Tires On Car Lead To Drug Charges Against Homeless Man: Concord Police Log

Manchester man arrested on assault charges; Northfield man faces DUI, drug charges; Pembroke woman arrested on reckless operation charges.

CONCORD, NH — Paul Michael Mahan, 29, of Laconia was arrested on a warrant at 8:15 p.m. on July 16, 2023, after an incident at the 7-Eleven on South Main Street.

Africa Sebasore, born 2004, of Concord was arrested at 7:06 p.m. on July 16 on a bench warrant after an incident at Regency Hill Estates on East Side Drive.

Michael Joseph McDougall, 31, of Manchester was arrested at 5:33 p.m. on July 16 on simple assault, domestic violence-simple assault, and criminal mischief charges after an incident at Walmart on Loudon Road.

Brenda L. Goodwin, born 2000, of Concord was arrested on a bench warrant at 5:53 p.m. on July 16 after anincident at the Friendly Kitchen on South Commercial Street.

Kayla Christine Soucie, born 1995, of Pembroke was arrested at 8:19 a.m. on July 16 on reckless operation, disobeying an officer, and conduct after an accident-accident or death, injury charges and a yellow-solid line violation. She was arrested after an incident at The Draft on South Main Street.

Ryan Daniel Sullivan, 27, a homeless man now located in Concord, was arrested 9:07 a.m. on July 4 on two felony drug possession charges. Around 6:15 p.m. on March 12, officers were sent to the 7-Eleven on South Main Street for a motor vehicle complaint. A caller reported a Ford Focus that was all over the road and had wobbly tires. Officers spoke to Sullivan and two women at the scene. He had a warrant out of Nashua on a conduct after an accident charge. Dispatch double-checked the warrant and Sullivan was arrested. During a pat down, the officer accused Sullivan of being in possession of fentanyl. He was given his Miranda rights and questioned about the drugs, but would not reveal anything and accused the officer of planting the drugs in his pocket. Sullivan was processed and, while putting his shoes back on, the officer said a substance consistent with crack cocaine fell out of his pant leg. Later, while the officer was at his cruiser, they found a vial with an off-white substance believed to be fentanyl inside. The officer said Sullivan was the only person in the back of his cruiser at the time, the report said. On June 16, the state lab reported one plastic bag confirmed to be cocaine and a baggie had fentanyl inside.

Tabatha Lynn Braley, 45, a homeless woman now located in Concord, was arrested at 8:25 p.m. on June 12 on three possession of controlled drug charges. Around 12:30 a.m. on April 18, an officer was on the Exit 13 onramp on the northbound side of Interstate 93 and saw a driver in a 2006 Pontiac G6 hit the brakes and one of the lights did not illuminate. The officer said the vehicle veered off to the right and crossed the solid white fog line. The car was stopped on the Exit 14 offramp. The owner of the car, Thomas Pillsbury, was known by the officer noting previous contacts with him, including a meth arrest in Manchester. The officer noted two large knives behind the passenger seat as well as what appeared to be hypodermic needles and a large butane torch. Pillsbury was asked for his ID but did not have it; neither did Braley, who was in the passenger seat, according to an affidavit. After some investigating and interviews, both Braley and Pillsbury were allowed to leave. Pillsbury was charged later. A warrant was issued for Braley on the drug charges.

Timothy Henry Edward Belcourt, 49, of Northfield was arrested at 4:18 a.m. on June 10 on felony possession of a controlled drug, driving under the influence, driving after revocation or suspension, and transport drugs in a motor vehicle charges as well as misuse of plate and open container violation. He was arrested after an incident on Whitney Road. Belcourt was arraigned in Merrimack County Superior Court on July 20.

Katie Lynn Tuthill, born 1995, of Concord was arrested at 10:47 p.m. on June 30 on driving while intoxicated and conduct after an accident charges as well as a lane control violation after an incident on Storrs Street.
