Stolen Car Accusation Leads To Prowling, Drug Charges At Homeless Camp: Concord Police Log
Plus: Mass. woman faces DUI, drug charges; Claremont woman faces theft charge; Pittsfield man arrested on theft, habitual offender charges.

CONCORD, NH — Kiera Mills-Remillard, born 1997, of Claremont received a summons at 4:41 p.m. on June 18 on a theft by unauthorized taking-less than $1,000 charge after an incident at Walmart at 344 Loudon Road.
Hayley Robin Russell, 23, of Fitchburg, Massachusetts, was arrested at 7:29 p.m. on June 17 on driving under the influence, transport drugs in a motor vehicle, and three felony possession of controlled drug charges and a possession of marijuana-infused product; 21yo+ violation. She was arrested after an incident on Whitney Road.
Irumva Regis Babu, born 2003, of Concord was arrested at 9 p.m. on June 16 on a theft by unauthorized taking-less than $1,000 charge and an unlawful possession-intoxication violation after an incident at the New Hampshire state Liquor and Wine Outlet at 80 Storrs St.

Nathaniel Joseph Bergeron, 26, of Pittsfield was arrested at 11:50 a.m. on June 15 on theft by unauthorized taking charge, a felony due to two prior convictions, and operating after being certified as a habitual offender charge, also a felony, after an incident at Walmart at 344 Loudon Road, and two felony possession of controlled drug charges after an incident at Integra Drive.
Tracy Marie Hebert, 47, a homeless woman now located in Concord, was arrested at 8:25 a.m. on June 14 on loitering or prowling, resisting arrest or detention, and two felony possession of controlled drug charges. Also arrested was Kayla Marie Lonergan, 27, of Concord was arrested on a warrant. Officers were sent to the railroad tracks behind Burlington Coat Factory for a report of a woman claiming Lonergan had stolen her vehicle with Hebert, an affidavit said. The officers checked the area, including several homeless campsites, and saw a woman who immediately fled from them, a report stated. One officer ordered her to stop, but she refused to, an affidavit said. Later, she stopped and knelt on the ground and was placed into handcuffs, the officer wrote. The woman, later identified as Hebert, was walked to a cruiser and, while doing so, “said she was sick and needed to go to a hospital,” the report said. The officer noted she had several abscesses due to “intravenous drug use” and was wearing a fanny pack, an affidavit said. Another officer, a woman, searched Hebert and accused her of having a container of heroin, about a finger, that was clipped to her bra. A small baggie of a clear crystal-like substance, believed to be methamphetamine, was found in her fanny pack along with “numerous small plastic baggies,” the report said. Hebert was taken to Concord Hospital. Lonergan was arrested on a warrant at 9:06 a.m. on June 14 as well as a felony operating after being certified as a habitual offender charge. The vehicle was reported stolen from the Salisbury Green apartment complex on Loudon Road. Lonergan also has active felony habitual offender charges from Manchester on Jan. 28, Chichester from Jan. 14, Concord on Jan. 7, and Hooksett from Jan. 1, as well as other charges. She was also accused of felony theft out of Manchester on July 3.

Jerry L. Allen, born 1961, of Concord was arrested at 5:41 p.m. on June 9 on a felony second-degree assault-strangulation charge. He was arrested after an incident on North State Street.
Ryan Daniel Sullivan, 27, of Concord was cited for having a bench warrant at 4:40 p.m. on June 1 after an incident at Marshalls at 80 Storrs St.
George William Beck III, born 1971, of Concord was arrested at 8:43 p.m. on May 26 on a warrant.
Brian Scott Richards, 51, with a last known address of Broad Street in Weymouth, Massachusetts, was arrested at 8:24 p.m. on May 19 on a felony possession of a controlled drug charge as well as a no bail warrant out of Belknap County Superior Court on a meth possession charge from April 14. An officer, in the Market Basket Storrs Street parking lot, ran the registration of a Ford Explorer with New Hampshire plates and a NCIC hit came up for an active warrant of the SUV owner, Richards. The vehicle was pulled over and the driver was confirmed to be Richards, a report said. The warrant was confirmed by dispatch and Richards was arrested. During a pat down, the officer accused Richards of having a baggie of a white crystal substance in his pocket believed to be meth. After waiving his Miranda rights, Richards confirmed the drug was meth, admitted to having a prior habit, and said “it was no longer an everyday habit,” according to an affidavit. According to a Laconia police affidavit, Richards was arrested around 9:15 p.m. on March 11 after an officer ran a vehicle check and found a warrant by Franklin police for bail jumping and breach of bail from late February. The warrant was confirmed and he was arrested. During an inventory of the vehicle, the affidavit said, a loaded syringe with what appeared to be human blood was found under the front passenger seat. Inside a pink tote bag in the trunk, multiple needles were found along with a baggie of a white crystal substance and “other narcotic related items,” the report said. During the inventory, Richards told the officer he had a baggie of meth in his pocket, the affidavit stated.
