Concord Man Arrested On Aggravated DUI Charge After Loudon Road Crash: Police Log

CONCORD, NH — Bienaime Mvugonziza, 32, of Concord was arrested at 1:58 a.m. on April 28, 2024, on aggravated driving under the influence-collision with severe injury and DUI charges as well as a yellow-solid line violation. Casey Larcomb, 33, a homeless woman now located in Concord, was arrested on a warrant and a bench warrant at 6:21 p.m. on April 15 and a felony possession of a controlled drug-fentanyl charge. Police were sent to the McDonald’s Restaurant at 90 S. Main St. for a report of a woman who had been in the bathroom for more than an hour and was refusing to leave, according to a report. The officer met with the woman who gave the name “Olivia” and a last name and birthdate, an affidavit said. When questioned, she said she was only in the bathroom for 20 minutes because she had to use it but was told she could no longer be inside the restaurant, the report stated. The woman gathered her belongings and was escorted outside, the officer wrote. Dispatch, however, said the name she was using was involved in a previous identity theft incident and said Larcomb had used the information in the past, the affidavit stated. Larcomb also had two active warrants — an electronic bench warrant for resisting arrest or detention out of Manchester District Court with a $300 cash bail and a no-bail warrant out of Grafton County for nonappearance in court. A second officer arrived and assisted in the questioning — including asking about the last four numbers of the Social Security number for “Olivia,” which she “was unable to provide,” the report stated. The second officer eyed DMV photos for both women as well as a booking photo from Manchester and confirmed what dispatch surmised — the woman was Larcomb. She was told she was being detained on the warrants and asked for ID but denied she was Larcomb, the officer wrote. Larcomb was holding a pocketbook, and inside was burnt tin foil, a cut straw, a tweezer, and a round metal container with a multi-color design. Instead, the container was a compacted, off-white, tannish powdery substance believed to be fentanyl.

Joshua R. Burney, 45, of Penacook was arrested on a bench warrant at 6:14 p.m. on April 13 and on indecent exposure-gross lewdness, criminal mischief, and breach of bail charges after an incident or investigation on Village Street. He has a pending felony indecent exposure case working its way through superior court from July 2023 as well as felony drug charges from April and September 2022

Jehniva L. Clark, born 1993, of Allenstown was arrested at 9:29 p.m. on April 6, 2024, on a bench warrant after an incident or investigation on North Main Street. Clark was charged again at 9:57 a.m. on April 12 on a theft by unauthorized taking-less than $1,000 charge after an incident or investigation at Walmart at 344 Loudon Road.

Delbert Baker, 46, of Concord was arrested at 7:40 p.m. on March 28 on theft by unauthorized taking-less than $1,000, two theft by deception-less than $1,000, and two possession of controlled drug charges. The drug charges were connected to an incident or investigation on Pembroke Road, while the theft charges were after an incident or investigation at Target at 80 D’Amante Drive.

Kimberly Ann Coughlin, 42, of Franklin received a summons at 11:45 a.m. on March 20 on a bench warrant after an incident or investigation at 70 Commercial St.

Michael James Robinson, 33, of Bridge Street in Hillsboro or Goffstown was arrested at 2:45 p.m. on March 19 on transport drugs in a motor vehicle, felony drug possession, and three felony counts of felon in possession of a dangerous weapon. He was arrested after an incident or investigation on Sheep Davis Road.

Kyle Brooks, 31, of Concord was arrested at 1:14 p.m. on March 11 on a warrant after an incident or investigation on Parmenter Road.

Arrisa L. Calley, 34, of Concord was arrested at 1:04 p.m. on March 10 on violation of a protective order, stalking, and breach of bail charges. She was arrested after an incident or investigation on Fisherville Road.

Candice L. Sanville, 38, of New Durham was arrested at 4:40 p.m. on March 9 on a theft by unauthorized taking-less than $1,000 charge after an incident or investigation at Hannaford on Fort Eddy Road.

Jennifer Rebekah Hutchins, 50, of Concord was arrested at 1:19 p.m. on March 8 on a criminal trespass charge after an incident or investigation at the Holiday Inn at 172 N. Main St.

Cody R. Merrill, 30, of Concord received a summons at 10:30 a.m. on March 7 on a criminal trespass charge. He was arrested after an incident or investigation at CVS at 157 Loudon Road.
