Homeless Man, Accused Of Puffing On Heroin, Faces Evidence, Breach Charges: Concord Log
Man arrested on South End DUI, crash charges; habitual offender accused of SUV theft, heroin possession; assault, mischief at the hospital.

CONCORD, NH — Samuel Epalanga, born 1991, of Concord was arrested at 6:37 a.m. on July 19, 2023, on driving under the influence and conduct after an accident charges as well as an unsafe lane change violation. He was arrested after an incident on South State Street.
Kimberly A. Desmarais, 40, of Concord was cited at 12:29 a.m. on July 19 on a conduct after an accident charge after an incident on Manor Road in Penacook.
Jade E. Markham, 26, of Tilton was arrested at 12:06 a.m. on July 18 on a bench warrant. She was arrested after an incident at the McDonald’s Restaurant on South Main Street.

Logan Markham, 24, a homeless man now located in Concord, was arrested at 2:34 a.m. on July 7 on possession of a controlled drug and falsifying physical evidence charges, both felonies, as well as a breach of bail charge and a bench warrant. An officer patrolling the area near 7-Eleven on South Main Street spotted a 2008 Suzuki with its taillights illuminated parked on the trail leading toward the homeless camps along Interstate 93. The officer approached the car and saw a man, later identified as Markham, sitting in the passenger seat while holding a tinfoil of brown-colored residue, a lighter, and a cut plastic straw, according to an affidavit. “I observed the male light the tinfoil and put the cut straw in the foil,” the officer wrote in the report. “I observed the male exhale a cloud of smoke from his mouth.” The officer stood outside the vehicle briefly until Markham looked into the side mirror, saw the officer, and hid the tin foil, the report stated. Markham was asked to step out of the car and, during questioning, admitted he was smoking heroin, the affidavit said. Another officer reported finding a syringe cap, a swab, and a plastic baggie in the passenger side door, the report said. Markham, who had an electronic bench warrant out of Franklin District Court from July 3 on an unlawful possession charge, was arrested. During a search, an officer accused him of possessing a canister of methamphetamine. A breach charge was added since he was out on bail from a prior arrest in June.
Cody R. Merrill, 30, of Concord received a summons at 11:30 a.m. on June 29 on a criminal trespass charge after an incident at the Morning Star Condominiums on Loudon Road.

Shanna Booth, born 1993, of Pembroke was cited at 4:01 p.m. on June 28 on a willful concealment charge. She was charged after an incident at Walmart on Loudon Road.
Frank G. Petrillo, 55, of North Main Street in Concord was arrested at 7:19 a.m. on June 28 on receiving stolen property-$1,501+, possession of a controlled drug, and operating after being certified as a habitual offender charges, all felonies. Multiple officers were sent to Papa John’s on North Main Street for a report of a stolen Ford Explorer from the parking lot around 6 a.m. Officers began searching the area and found the vehicle on Storrs Street with its driver’s side door open and the engine running. The officer pulled out his gun and searched the area. They found a man crouching on the ground near a bush by the Mennino Place Apartments. The officer holstered their handgun and ran toward the man. The man saw the officer and began running from the scene. A second officer arrived, and they captured the man before he hoped a nearby fence, the report said. After being read his Miranda rights, the man “continually apologized and rambled” about how someone named “Wayne Smith” was involved in the incident and picked him up while walking on Manchester Street near Cumbies, an affidavit said. The man in custody, later identified as Petrillo, said the other man went into the store, and he got nervous, moved into the driver’s side of the SUV, and took off toward Storrs Street, the report said. When he saw officers, he quickly parked and fled, hiding in the bushes, the affidavit said. An officer searched Petrillo and accused him of possessing “multiple cards belonging to the owner’s wife of the stolen vehicle in Frank’s pocket.” A check found Petrillo’s license was suspended and he was a habitual offender due to a 2011 DUI conviction in Concord, so he was arrested on stolen property and habitual offender charges. Later, police accused him of having additional cards connected to the vehicle owner’s family. While in a cell during processing, Petrillo was accused of retrieving “something from his pant pocket,” and he was searched again. The officer found a baggie of a tan, powdered substance that Petrillo confirmed was heroin, the affidavit said.
Larry Davenport, 48, of Concord was arrested at midnight on June 28 on a warrant after an incident at Speedway on North Main Street.
Shih Min Lee, born 1968, of Portsmouth was arrested at 5:35 p.m. on June 27 on a simple assault charge after an incident on North Spring Street.
Christopher S. Regan, 31, of Concord was arrested at 11:35 p.m. on June 26 on simple assault and criminal mischief charges. He was arrested after an incident at Concord Hospital on Pleasant Street.
