Alleged Concord Fentanyl Dealer Arrested: Log
Concord Police: Homeless woman arrested for shoplifting, meth possession; a panhandler suggests cops bust drug dealers and not bother him.
CONCORD, NH — Shannon M. Gilpatric, 46, of Franklin Street in Concord, was arrested at 11:43 p.m. on April 25, 2016, on two bench warrants out of Concord District Court for nonpayment of attorney fees and nonappearance from July 2015 and October 2015, $852 cash to settle. Gilpatric posted $500 cash bail and personal recognizance and is due in court on June 6.
Stephanie A. Mercado, 27, of Fisherville Road in Concord, was arrested at 9:30 a.m. on April 23, 2016, for suspended registration and driving after revocation after a traffic stop on Fisherville Road. The officer heard a very loud vehicle, ran a check on it, and found that the owner’s registration was suspended the day before. Mercado was convicted of operating after suspension in July 2013 in Concord District Court. She’s due in court on June 6.
Michael A. Davis, 47, a homeless man now located in Concord, received a summons at 11:25 a.m. on April 18, 2016, for the passing of items to or from the occupant of a motor vehicle after allegedly being caught panhandling on Fort Eddy Road. The officer allegedly saw him step into the road and went to speak with him about it. “Davis then claimed that we should be out ‘cleaning the streets of drug dealers’ instead of bothering him,” the officer alleged. “Davis told us that he wanted to go to court because he did not agree with the ordinance.” Since he was reportedly warned several times not to step into the roadway while panhandling, Davis was given a summons and is due in court on June 6.

Devin A. Baillie, 38, of Rollins Street in Concord, was arrested at 3:58 p.m. on April 14, 2016, for criminal trespass. Police were sent to the area of the railroad tracks to search for two missing juveniles for Bedford Police, who had a cellphone that was pinged in the area of the railroad tracks. They came across a “large group” of homeless people underneath the I-393 bridge near the Kimball Jenkins Estate, and requested to move along. One of the individuals – Baillie – “became belligerent and started yelling, ‘F--- you, I am sick of this s---,’” while also calling the officers names, according to the report. Baillie was reportedly intoxicated and had difficulty standing up, but continued to yell at the officers, according to the report. After allegedly ignoring warnings, he was arrested. Eight other individuals were warned not to be on the private property. Baillie is due in court on May 23.

Kendra L. Robitelle, 27, a homeless woman now located in Concord, was arrested at 2:27 p.m. on March 30, 3016, for theft by unauthorized taking, possession of controlled drugs, and breach of bail, all felonies. Officers were sent to Target on D’Amante Drive for a report of a shoplifting in custody that was cooperating. When the reporting officer arrived, he realized from past interaction that it was Robitelle – earlier in the officer’s shift, she allegedly attempted to cash a stolen check at the Citizens Bank inside Shaw’s Supermarket on Fort Eddy Road that was linked to a recent burglary – but she had fled the area, according to the report. According to the loss prevention officer, she was allegedly stuffing items into a blue bag. Another man appeared to be assisting in distracting the store staffer, according to the report. Robitelle allegedly stated, “I stole the stuff. I’m not going to lie about it,” according to the report. The items – clothes and other items – were valued at $155, according to the report. Robitelle was previously convicted on theft charges in Concord District Court in September 2013 and September 2014. During a search, officers allegedly found several syringes and several small bags with one containing white powder that test posted for methamphetamine, according to a court affidavit.
Kyle D. Rautenberg, 24, of Cabernet Drive in Concord, was arrested at 7:38 p.m. on March 24, 2016, for felony possession of controlled drugs (heroin). Officers were sent to the home for a warrant service for Rautenberg. When they arrived, they found him inside the home, sitting on a couch. Two plastic bags – one with white powder – allegedly were right next to him. “Rautenberg stated it was ‘dope,’” according to the court affidavit. He was arrested. During a search, police allegedly found another bag with numerous smaller bags inside them with heroin/fentanyl as well as a bus ticket and a Q-tip. He was held without bail.
Craig E. Michaud, 39, of Rumford Street in Concord, was arrested at 6:30 p.m. on March 23, 2016, for felony sale of controlled drugs (fentanyl). On Feb. 9, 2016, according to a court affidavit, a detective was working with a cooperating individual that allegedly purchased $80 worth of the drug at an apartment building at the corner of Centre and Rumford streets. The drug tested positive from fentanyl. Michaud was held and arraigned the next day.
